About this opportunity
The Department of the Interior Fish and Wildlife Service seeks design, fabrication, and installation of an interpretive exhibit for the Ridgefield National Wildlife Refuge Visitor Service Center, with proposals due June 26, 2026 at 08:00 AM EST and questions due June 19, 2026 at 12:00 PM EST. This is a Total Small Business set-aside, firm fixed-price procurement.
Place of performance is Ridgefield, Washington (Community Nature Center at two locations: 071 S Hillhurst Road and 28908 NW Main Avenue). The exhibit occupies approximately 5,715 square feet across multiple functional areas including central interpretive displays, topographic map, wall exhibits, tree seating area, and north vestibule exhibit. The government allocated budget is $300,000 to $400,000. Period of performance runs July 1, 2026 through December 31, 2027.
The contractor must design and fabricate all exhibit components using John Ivie's preliminary designs as a starting point while editing and revising rather than redesigning from ground up. Work must comply with National Park Service Standard Specifications for Planning, Design, Production, and Installation and the Exhibit Conservation Guidelines (both provided). The contractor must incorporate accessibility-first approach exceeding ADA/ABA requirements, employ low-maintenance and low-tech solutions suitable for small staff, emphasize interactive tactile engagement over touchscreens, and use durable custom sculptures or plastic mounts rather than taxidermy. All facility alteration costs including new walls, ceilings, floor and wall treatments, and electrical loads must be included in the quoted price. The contractor procures all taxidermy mounts or natural history models.
A mandatory site visit occurred June 10, 2026 at 10:00 AM PST. Offerors must submit detailed project schedule by task, list of subcontractors with installation personnel credentials, and list of assumptions. Evaluation criteria weight technical approach and relevant past experience.
Contracting point of contact is Joni Dutcher (Joni_Dutcher@ios.doi.gov); technical POC is Karen Ceballos ((760) 917-8492); alternate POC is Josie Finley ((360) 608-2059). NAICS 541850; PSC C219. Amendment 0003, effective June 16, 2026, extended the closing date from June 19 to June 26 and added updated SOW and second round of Questions and Answers.
