About this opportunity
The Federal Bureau of Investigation (FBI) Criminal Investigative Division is seeking a mobile biometrics identity collection solution for its Transnational Organized Crime-Western Hemisphere (TOC-W) Operations Unit Vetted Team Program. The Request for Information (RFI) aims to identify hardware and software capabilities for capturing biometric data including fingerprints, palm prints, iris scans, and facial recognition of transnational criminal actors, suspected terrorists, and investigative subjects of interest. Key technical requirements include a Spanish language interface, compatibility with FBI's Electronic Biometrics Transmission Specification, advanced security features, and Mobile Device Management capabilities. Vendors must submit detailed responses by 12pm Eastern Time on May 5th, 2025, via email to specified FBI contacts, with submissions limited to 15 pages and following strict formatting guidelines. The RFI is a market research effort to formulate final requirements and identify qualified vendors, with no guarantee of a future solicitation.
This pre-solicitation notice does not have a specific small business or disadvantaged business set-aside designation. The solution must support a 12-hour operational workday, potentially include integrated handheld devices or multifunctional kits, and demonstrate mil-spec durability. While specific award values are not disclosed, the technical specifications indicate a preference for lightweight devices (under 21 pounds) with robust communication capabilities via cellular and Wi-Fi networks. The solution must support Wavelet Scalar Quantization image compression and have the ability to pre-load watchlists. The RFI appears focused on procuring a comprehensive mobile biometric collection system for international identity operations, with a particular emphasis on the Western Hemisphere region and the capability to support complex investigative and national security requirements.
