About this file

This document contains Responses to Request for Information (RFI) from three different vendors regarding a mobile biometric solution for the FBI's Criminal Investigative Division (CID) Transnational Organized Crime-Western Hemisphere (TOC-W) Operations Unit Vetted Team Program. The RFI seeks information on a mobile device capable of capturing biometric identity information with specific technical requirements, including language support (primarily Spanish, but open to other Western Hemisphere languages), fingerprint and palm print capture, and name field capabilities. Key technical specifications include a device weight limit of 21 pounds, compatibility with EBTS (Electronic Biometric Transmission Specification) standards, Wavelet Scalar Quantization algorithm for image compression, and ability to support communication via cellular and Wi-Fi networks. The solution must operate over a 12-hour workday and potentially include integrated handheld devices or multifunctional kits, with an appreciation for mil-spec durability and Mobile Device Management (MDM) security controls.

Question Answer

General The FBI previously published a Request for Information entitled “Mobile Biometric Capability” (RFI 01302025).

Both that RFI and the present RFI were NOT formal solicitations and do NOT constitute a commitment by the government. However, both RFIs contain similar (albeit not identical) requirements.

a. Does this RFI supersede the previous RFI? b. Or is there a possibility that the FBI may issue TWO separate solicitations, one addressing the TOC-W needs of CID and one addressing other more general needs?

This RFI does NOT supersede the previous RFI.

This RFI pertains to separate TOC-W Vetted Team needs and does NOT supersede the previous RFI.

2 Page 2 references the “TOC-Western Hemisphere (TOC- W) Operations Unit (TWOU) Vetted Team (VT) Program.” a.

Page 3 of this RFI requests information on English and Spanish language support. Does the FBI also desire information on support for other common official languages in the Western Hemisphere, including Dutch, French, and Portuguese?

The FBI desires information on support for other common official languages in the Western Hemisphere.

3 Page 3 states: “This request considers Spanish users supporting FBI TOC-W investigations and national security operations. Therefore, a Spanish user interface is required.” a. Please confirm that all references to “Spanish” regard the Spanish language, not the European nation of Spain.

All references to Spanish consider the language; NOT the nation of Spain.

3 Page 3 states: “Further, the conversion of Spanish free text to American Standard Code for Information Interchange text is required text to maintain compliance with the FBI’s EBTS.”

Furthermore, section 1.2 of the EBTS (also referenced on page 3) specifically requires 7-bit ASCII encoding, which does not support certain Spanish language characters such as á and ñ.

a. Does the FBI have a preferred method of converting unsupported Spanish language characters to 7-bit ASCII encoding? For example, how should vendors convert the á and ñ be characters?

This RFI considers Spanish language users, however, compliance with EBTS and submission to FBI’s Next Generation Identification System is the primary concern.

4 Page 4 states, “It must utilize the Wavelet Scalar Quantization algorithm for compression of fingerprint images captured at 500 pixels or greater.” a. Since images may be captured at greater than 500 pixels per inch: if the

Yes, 1000 ppi prints must be compressed using JPEG 2000.

images are captured at 1000 pixels per inch, is JPEG 2000 compression required in accordance with ABIS requirements?

5 Page 5 states, “The application must have the ability to capture name as parts. For instance, First, Middle, Last, and Tribal names must be captured separately in different free text fields. The application will concatenate the separate entries into the required EBTS Type-2 Name field 2.018.” a. Because this application will presumably capture the names of people native to Spanish-speaking countries, does the application need to support the capture of TWO surnames (patrilineal and matrilineal)

The capture of two surnames while maintaining EBTS-compliance could be useful.

Question Answer

1 What are the size and weight requirements for a “mobile solution?”

The mobile solution must be less than 21lbs.

There are not current requirements for the maximum dimensions of the mobile device and portable protective cases.

2 Is there a maximum acceptable weight? 21 pounds. This includes portable cases.

3 Is a pelican case which holds required peripherals acceptable?

Yes, this is acceptable.

4 Does the hardware need to meet mil spec? This would be appreciated for durability and portability for mobile collection with TOC-W investigative teams.

5 Is cellular the only communication mode required of the device?

No. Cellular and Wi-Fi are acceptable forms of communication due to the potential for inconsistent network access.

The FBI would appreciate details on Mobile Device Management (MDM) to facilitate the implementation of sound security controls.

6 Is the half palm a two-step process to capture the whole palm or does it capture the most useful portion of the palm?

The capture of the palm prints can be three steps for: upper palm, middle palm, and writer’s palm regions.

7 What are the requirements for power/battery life of the mobile solution?

It should meet performance needs over a 12-hour workday.

This RFI can include integrated handheld devices and multifunctional kits.

Question Answer

1 The requirements detailed in the Request for Information (RFI) primarily address software functionalities for a mobile biometric solution. Given the mention of hardware in the objective, to ensure our solution aligns with all necessary infrastructure, could the Government please provide clarification on the specific hardware requirements for the mobile biometric devices?

The device(s) and portable casing must be less than 21 lbs.

Therefore, this can consider multifunctional kits and integrated handheld devices.
