About this opportunity

The Naval Air Systems Command (NAWCTSD) has issued a Special Notice regarding Organizational Conflict of Interests (OCI) for the Internal Contractor Support Services (iCSS) recompete effort. The notice is specifically targeted at potential offerors, subcontractors, and joint venture team members in the engineering services sector. Published on November 26, 2024, with a response deadline of December 13, 2024, the Special Notice is categorized as a Woman-Owned Small Business set-aside opportunity under NAICS category 541330 for Engineering Services. The notice focuses on potential conflicts of interest for companies currently supporting existing NAWCTSD program-related contracts. This Special Notice serves as a preliminary communication ahead of the full Request for Proposal (RFP) release.

The primary purpose of this Special Notice is to proactively alert potential contractors about potential organizational conflicts of interest for the upcoming iCSS contract. Companies currently supporting NAWCTSD program-related contracts are advised that they may have an inherent conflict of interest for the recompete effort. The notice explicitly states that if a company becomes the iCSS contract awardee, they may need to discuss potential conflicts with the cognizant Procuring Contracting Officer (PCO). Importantly, no response is required or requested from contractors at this time, as the notice is purely informational. The Special Notice sets the stage for future considerations in the contracting process, signaling NAWCTSD's commitment to maintaining competitive and ethical procurement practices. Eligible contractors, particularly woman-owned small businesses in the engineering services sector, should pay close attention to these OCI considerations as they prepare for the upcoming RFP.
