About this opportunity
The Naval Air Systems Command (NAVAIR) has issued a Special Notice for the Internal Contractor Support Services (iCSS) solicitation, targeting Women-Owned Small Businesses (WOSB) for a comprehensive support services contract. The notice was published on January 29, 2025, with a due date of February 14, 2025, and is specifically related to solicitation N6134025R0004. The opportunity involves providing non-personal contractor support services to assist with life cycle acquisition across various NAVAIR Training Systems Division programs. The notice serves to communicate key information following a pre-solicitation conference held on January 28, 2025, and to provide updated guidance to potential contractors.
The primary purposes of the Special Notice include disseminating the pre-solicitation conference PowerPoint slides, updating the draft solicitation questions submission deadline to February 3, 2025, at 09:00 EST, and sharing the list of conference attendees. Contractors must submit questions using attachment L-1 iCSS Solicitation Question and Answer Form and must meet specific eligibility criteria, including having a Secret or higher facility clearance and a DCMA-approved cost accounting system. The contract will be a single-award Indefinite Delivery/Indefinite Quantity (IDIQ) with Cost Plus Fixed Fee task orders, anticipated to cover 2,287,136 hours over a 60-month base period plus a 6-month option period. Only Women-Owned Small Businesses certified at the time of proposal submission are eligible to compete. The evaluation will follow a two-step process, with a pass/fail gate check of mandatory requirements, followed by a best-value tradeoff that prioritizes past performance over price.
