The work involves painting hallways across three decks, ladder wells, two rooms, and 51 doors using specified Sherwin Williams products including light grey for walls and darker shades for doors and trim. Contractors must provide both technical approaches and pricing quotes, with submissions limited to five pages for the technical component. The evaluation will use lowest price technically acceptable (LPTA) criteria, considering both technical capability and price to determine best value. A mandatory site visit is scheduled for September 22, 2025, between 9:00 AM and 2:00 PM, requiring a REAL ID, with questions due by 6:00 PM that same day and final quotes due September 25, 2025, at 3:00 PM EST.
This opportunity is set aside exclusively for small businesses under NAICS 238320 (Painting and Wall Covering Contractors) with a size standard of $19 million. No incumbent contractor information is provided in the solicitation materials. The contract will be awarded on a firm-fixed-price basis with a maximum performance period of 30 working days, with work hours restricted to 7:00 AM to 3:30 PM, Monday through Friday. Payment bonds are required for contracts exceeding $35,000 and can be submitted after award. The work will be performed at the occupied Coast Guard facility, with areas closed off in phases to minimize disruption to station operations, and the contractor must comply with federal safety regulations and provide all necessary materials, equipment, and services.
