Note that the Pre-Solicitation Conference has been cancelled due to an accelerate schedule. Interested parties can submit their questions through the pre-solicitation FedBizzOpps links. All questions will be addressed during the solicitation.
17 July 2019 - Pre-Solicitation Conference Update
The tentative pre-solicitation conference date of 31 July has been moved due to schedule changes. DLA Land Aberdeen will release a formal amendment with the finalize date/time of the conference, to include registration information. The Government will work to provide a two week notice prior to the event date in order for interested parties to plan accordingly.
2 July 2019 - Tentative Pre-Solicitation Conference Notice
DLA Land Aberdeen is planning to host a Pre-Solicitation Conference for the Interconnection Equipment Contract on or about 31 July 2019. The conference will be held on Aberdeen Proving Ground in Aberdeen, MD.
A follow-up amendment will be released by 15 July 2019 in order to confirm the date, and to provide registration information. You can email lindsey.schuman@dla.mil with any questions regarding the upcoming Pre-Solicitation Conference.
Note that the 31 July 2019 date is tentative and is subject to change or cancellation.
The solicitation release date has been moved to early August.

3 May 2019 Amendment - Industry Feedback Requested
The purpose of this amendment to the SSA is to obtain additional industry feedback regarding overall capability.
This amendment includes a copy of the presentation from the APBI breakout session, an update to the Draft Solicitation Outline which further emphasizes the scope of the effort, a Market Survey for industry feedback, and a sample listing of items that may be supported under this acquisition.
As briefed at the APBI, the scope of this contract has the potential to support the universe of 100k+ interconnection equipment items. The Government is asking industry to review the " Sample - Potential Scope List" and the update to the "Draft Solicitation Outline" to ensure your organization understands the scope and support that this contract will provide.
Once reviewed, we are asking industry to populate the "Market Survey" documentation. Your feedback is critical to the development of this acquisition.

Thank you for your interest in this effort. The Interconnection Equipment Contract will be briefed at the Advanced Planning Briefing to Industry (APBI) held at APG, MD. The APBI is slated to run from 30 April to 2 May 2019.
The Government has reserved Classroom 2 within the APBI tented area from 1015 to 1115 on 1 May 2019. The breakout session is a great opportunity for industry to engage with Government regarding this acquisition.

15 MARCH 2019 AMENDMENT
The response deadline for the SSA has been updated from 18 March 2019 to 1 April 2019.
ADDITIONAL TDP INFORMATION:
The Government will release a follow-up amendment to the SSA the week of 18 March 2019 which will notify industry when the remaining TDPs are ready for release.
All vendors will need access to DLA cFolders and DIBBS in order to access the associated technical data. The Government recommends that any vendors without CFolders access starts the process for access now.
CFOLDERS ACCESS: Note that given the ITAR and Export Administrative Regulations (EAR), DLA has enhanced its Joint Certification Program (JCP) registration and validation procedures.
In the event a vendor cannot access the technical data for a NSN in DLA cFolders, the vendor must submit a onetime request to jcpvalidation@dla.mil for technical data access consideration. If a vendor has inquiries after having submitted required information to the JCP office, these inquiries are to be directed to DLAJ344DataCustodian@dla.mil.
DLA processes the vendor's technical data request on a first come, first served basis. Failure to comply timely with required information may result in lack of consideration for DLA solicitations. It is vitally important that vendors provide correct company official name(s) and contact information in all correspondence. DLA will work diligently on validating vendor requests. Vendors will be notified within 3 business days of when their requests were approved. However, DLA cannot guarantee that it can complete all validation requests by the due date for any solicitation responses.

Please read the below amendment instructions in its entirety before requesting TDPs:
The Government has updated the PEL List for the purpose of the SSA response. The list indicates which NIINs have TDPs ready for release, which NIINs do not require TDPs, and which NIINs have TDPs that are not ready for release as of 8 March 2019.
Note that the Government will release a follow-up SSA amendment as additional TDPs become available.
TDP RECEIPT INSTRUCTIONS:
INTERNATIONAL TRAFFIC IN ARMS REGULATIONS: Some of the TDPs for this acquisition are subject to the International Traffic in Arms Regulations (ITAR). All technical documents for these items include but are not limited to, test plans, test reports, drawings and specifications contains information that is subject to the controls defined in the International Traffic in Arms Regulation (ITAR). This information shall not be provided to non- U.S. persons or transferred by any means to any location outside the United States Department of State.
A company wishing to receive the TDPs must have an active status in the Defense Logistics Agency Joint Certification Program (JCP), and must complete the NDA attached to this amendment.
Please email Lindsey Schuman at lindsey.schuman@dla.mil with the completed and signed NDA, along with a copy of your company's CAGE verification in SAM (System for Award Management).

The purpose of this amendment on 22 February 2019 is to release an update to the PEL, and to provide answers to questions submitted in regards to this SSA. The update to the PEL expands the list of NIINs.

This Request for Information (RFI) is being issued to accomplish market research and support planning for the subject acquisition. Background:

2 APRIL 2019 AMENDMENT
The purpose of this amendment is to update the PEL attachment in order to reflect additional TDPs that are ready for release. As indicated in the 18 March 2019 PEL attachment, 46 of the NIINs had top level drawings. 43 of those 46 NIINs now have complete TDPs ready for release.
ITAR and EAR apply. Valid JCP is required. All interested parties with previously verified JCPs will receive a SAFE file with the 43 TDPs.
Interested parties that have not yet reached out for TDPs should follow the instructions provided on the 18 March 2019 amendment release in order to obtain access to the TDPs.
This will be the last change to the PEL. Responses to the SSA are due by 12 April 2019.

TDP RECEIPT INSTRUCTIONS:
INTERNATIONAL TRAFFIC IN ARMS REGULATIONS: Some of the TDPs for this acquisition are subject to the International Traffic in Arms Regulations (ITAR). All technical documents for these items include but are not limited to, test plans, test reports, drawings and specifications contains information that is subject to the controls defined in the International Traffic in Arms Regulation (ITAR). This information shall not be provided to non- U.S. persons or transferred by any means to any location outside the United States Department of State.
A company wishing to receive the TDPs must have an active status in the Defense Logistics Agency Joint Certification Program (JCP), and must complete the NDA attached to this amendment.

The purpose of this amendment is to update the PEL attachment in order to reflect additional TDPs that are ready for release. As indicated in the 18 March 2019 PEL attachment, 46 of the NIINs had top level drawings. 43 of those 46 NIINs now have complete TDPs ready for release.
ITAR and EAR apply. Valid JCP is required. All interested parties with previously verified JCPs will receive a SAFE file with the 43 TDPs.

Background:
The Government is seeking interested contractors to provide various types of wiring harnesses, accessories, and installation kits for use in the interconnection of electrical equipment. The performance period for this effort is projected to commence in October 2019.
Requirement:
The Government is seeking industry feedback on the following information:
1. The attached PDF file, titled DRAFT SOLICITATION OUTLINE, details the general acquisition strategy that the Government is considering. It is recommended that this file is reviewed first. Any questions or comments on the attached can be uploaded with your formal SSA response. Please limit your questions/comments to a one page PDF file.
2. The attached excel file, titled PRICE EVALUATION LIST (PEL), includes a draft supply list with fillable columns. The Government is requesting industry feedback on the PEL to determine market availability of supplies. The PEL file includes a tab to populate company information, and a tab for PEL supply responses.
The Government plans to release an update to the PEL file under this SSA announcement by COB on 22 February 2019.
All responses shall be unclassified. All proprietary information shall be clearly marked.
All responses shall include the fillable PEL excel file, and the optional one page PDF of questions/comments concerning the draft solicitation outline. The Government is not accepting any additional capability statements at this time.
The Government plans to release the applicable Technical Data Packages (TDP) for this SSA on or about 25 February 2019. Contractors must have a valid certification under the Joint Certification Program (JCP) in order to receive the TDP's. A modification to the SSA will be released providing additional information on this process.

The purpose of this amendment on 22 February 2019 is to release an update to the PEL, and to provide answers to questions subitted in regards to this SSA. The update to the PEL expands the list of NIINs.
As stated in the original SSA annoucement, the Government plans to release the applicable TDPs on or about 25 February 2019. An amendement to the SSA will be released in order to provide additional information. Contractors will be required to have a valid JCP in order to receive the TDPs.
