INTERCONNECTION EQUIPMENT CONTRACT OVERVIEW: The Government is interested in awarding multiple contracts to organizations that can supply various types of wiring harnesses, accessories, and installation kits for use in the interconnection of electrical equipment under the resulting contracts. These items include, but are not limited to the following: cable assemblies, connectors, conductors, electrical components, installation kits, batteries, and wiring. The Federal Stock Classes (FSC) covering these items include 5895 –
Miscellaneous Communication Equipment, 5995 – Cable, Cord, and Wiring Assemblies, 5935 – Connectors, Electrical, 5965 – Headsets, Handsets, Microphones and Speakers, 6020 – Fiber Optic Cable Assemblies and
Harnesses, 6145 – Wire and Cable, Electrical, 6150 – Miscellaneous Electrical Power and Distribution
Equipment, and 7010 – Information Technology Equipment System Configuration. Additional FSCs may also fall within the scope of the contract.
The Government will own many Technical Data Packages (TDPs) for the universe of items. However, some items will be Commercial-Off-The-Shelf (COTS) or will support items in which the Government does not own the TDPs.
You input is highly encouraged, as your answers to the questionnaire and recommendations will enhance the acquisition process.
THIS IS NOT A REQUEST FOR PROPOSAL OR QUOTE
1. The projected scope of this acquisition has the potential to support 100k+ interconnection equipment items covering 160 weapon systems. The planned solution is to award a 10 year multiple award contract with coverage for the universe of interconnection equipment. Does your organization have a Supply Chain Management process in place to support the universe of items?
2. Does your company have experience as a prime contractor, working on similar efforts within the Federal
Government? If so, please list relevant contracts and agencies.
3. Can you elaborate on the partnerships you have within industry to supply these items.
4. Based on the NIIN sampling provided in the May 3, 2019 Sources Sought Announcement, can your company support 95% of the items?
5. Will your organization rely on large manufactures for a portion of this work due to the sources of certain items? If so, is there a particular FSC category, or more specifically a NIIN listing, that is only procurable through large business?
6. How will your organization mitigate risk in terms of surges in demand?
7. The Government understands the unlikelihood that awardees with manufacturing capabilities will be able to supply the complete universe of items. How will you handle First Article Testing and Engineering Change
Proposals as an Integrator or Distributor? Can your company provide technical support?
8. Is your organization equipped to stock items that have predictable demand? If not, can you explain why?
9. If this acquisition was full and open, would your organization bid as a prime contractor?
10. If this acquisition was a set-aside for small business, would your organization bid as a prime?
11. What challenges, if any, will your organization face when proposing on this effort?
