DRAFT SOLICITATION OUTLINE

1. Subject: Draft Solicitation Outline – Interconnection Equipment Contract

2. Purpose: The purpose of this draft solicitation is to outline the general structure and procedures of the subject solicitation in order to obtain industry feedback on the viability of the acquisition strategy. This document does not constitute a solicitation. The enclosed information has been provided for planning purposes only, and is subject to change. All changes will be captured in the formal solicitation release.

3. Acquisition Overview: Each awardee will be responsible for supplying various types of wiring harnesses, accessories, and installation kits for use in the interconnection of electrical equipment under the resulting contracts. These items include, but are not limited to the following: cable assemblies, connectors, conductors, electrical components, installation kits, batteries, and wiring.

The Federal Stock Classes (FSC) covering these items include 5895 – Miscellaneous Communication Equipment, 5995 – Cable, Cord, and Wiring Assemblies, 5935 – Connectors, Electrical, 5965 – Headsets, Handsets, Microphones and Speakers, 6020 – Fiber Optic Cable Assemblies and Harnesses, 6145 – Wire and Cable, Electrical, 6150 – Miscellaneous Electrical Power and Distribution Equipment, and 7010 – Information Technology Equipment System Configuration. Additional FSCs may also fall within the scope of the contract.

All items are commercial products or modified commercial products, which are identified by National Stock Number (NSN), manufacturer’s part number, or commercial item descriptions.

All items are to conform to the manufacturer’s commercial specifications. The projected NAICS code for this effort is 335931 – Current-Carrying Wiring Device Manufacturing.

Enclosure 1 provides a breakout of the potential items that will be competed amongst awardees.

Note that items will include a universe of interconnection equipment to include COTS, Techincal Data Package (TDP) items, etc.

4. Solicitation Opening/Closing Date: The final solicitation is projected to be released in June 2019. Interested parties will have 30 days to respond.

5. Submission Process: The expected proposal volume structure and preparation guidelines will be included in the formal solicitation.

6. Acquisition Structure: The following information outlines the projected acquisition structure:

a. Contract Period of Performance (PoP): Projected term of the contract will be a one (1) five (5) year base period and five (5) one (1) year unilateral option periods.

b. Contract Value: The contract value(s) will be established within the final solicitation.

The Government will guarantee an award under each contract at a minimum value of supplies for the base period. The contract option periods will also have a minimum value associated with them. The aggregated dollar value of delivery orders issued during the base period, and any option periods, will be applied to the guaranteed minimum. The guaranteed minimum will have been met when the aggregate of delivery orders equals the guaranteed minimum.

c. Evaluation - Best Value: The award(s) will be made based on the best overall (i.e., best value – trade-off) proposal that is determined to be the most beneficial to the Government, with the Government giving appropriate consideration to the following evaluation factors: Delivery Schedule, Past Performance, Technical / Supply Chain Management, Small Business Participation Plan (if applicable), AbilityOne Participation (if applicable), and Price. The Government will apply a tradeoff approach and will weigh the relative benefits of each proposal. Award(s) will be made based on an assessment of the results of the evaluation. The weightings of the evaluation criteria will be provided in the final solicitation. Note that the evaluation factors listed are for planning purposes only, and are subject to change.

a. Multiple Awards: The Government intends to make multiple Indefinite Delivery / Indefinite Quantity awards; however, the Government reserves the right to make a single award if it is within the best interest of the Government.

i. Delivery Order Competition: After award, requests for supplies will be competed among awardees. The Government reserves the right to direct orders to a particular source under urgent circumstances, to meet contractual minimums, or to provide economy and efficiency as a logical follow-on to an order already issued in accordance with FAR 16.505(b)(2). Award decisions may be made either by line item or in their entirety. Awardees will be expected to bid to a specific percentage of DO’s in order to remain in good standing under the contract.

7. Pricing Overview: The final solicitation will include a Price Evaluation List (PEL), similar to the Microsoft Excel attachment included within this Souces Sought notice, which will include a

break out of supply items that will be covered under the awards. The offeror shall provide ceiling prices on a minimum percentage of the supply items on the PEL, for either the exact item specified or for an acceptable alternative, in order to be considered eligible for award. (The final percentage will be released in the formal solicitation.) The PEL has been established to aid in the evaluation of proposals. The proposed prices for PEL items will become the ceiling prices for those items in the resulting contract.

a. Alternate Items: Alternate items to those found on the PEL can be offered at the time of the price proposal. The offeror must provide a complete TDP for the alternate item being offered, as well as the item on the PEL for comparison purposes. If the item is deemed form, fit, and function to the item on the PEL it may be added to the awarded contract.

Alternate items determined not to be acceptable will not count towards the PEL minimum percentage, and will not be evaluated.

b. Base Period Pricing: Prices supplied for exact supply items or acceptable alternatives will be used for evaluation purposes, and will be awarded as firm-fixed-price ceiling prices. The fixed-price will constitute a not-to-exceed ceiling price for the base period on any resultant contract.

c. Option Year Pricing: Prices supplied for exact supply items or acceptable alternatives will be used for evaluation purposes, and will be awarded as firm-fixed-price ceiling prices. The fixed-price will constitute a not-to-exceed ceiling price for the option periods on any resultant contract.

8. Contract Terms & Conditions: All applicable regulations will be added to the final solicitation.

The following information is being provided as general guidance:

a. Set-Aside: The set-aside of this solicitation has not yet been determined.

b. Discussions: In accordance with FAR 52.215-1, the Government intends to make award(s) based on initial offers; however, the Government reserves the right to conduct discussions if necessary. Offerors will be encouraged to submit their best proposal in response to the solicitation.

c. System for Award Management (SAM): In accordance with FAR 52.204-7, all offerors must be registered in SAM at the time of proposal submission.

d. Reverse Auctioning: Reverse auctioning will not be utilized under the subsequent discussions or award.

e. Berry Amendment & Buy American Act: Offerors are advised that the Berry Amendment and Buy American act may apply to the solicitation depending on the items solicited. Contractors must be aware of which provision applies at the time they submit their offer.

f. F.O.B Terms: The Government anticipates soliciting under F.O.B Destination.

g. Wide Area Workflow (WAWF): For purposes of receiving payments, the accepted electronic form for submission for payment requests and receiving reports is WAWF.

9. Proposal Submission: The formal solicitation will provide the required volume structure and preparation guidelines. Potential offerors should expect to submit a detailed proposal, explaining how it will provide the support needed in the Acquisition Overview section of this draft solicitation. Areas that should be addressed in the proposal include, but are not limited to, the following:

a. Past Performance: Past Performance information detailing efforts similar to the Government’s requirement covered by the solicitation.

b. Technical: Technical Merit information including current business alliances and contractual relationships with manufacturers, suppliers, transportation service providers, distribution centers, consolidation centers, warehousing resources, etc. Potential offerors will also need to provide a plan to supply the required items/products and to meet the required delivery dates. Potential offerors may be required to submit a risk mitigation or readiness plan indicating how increased requirements will be supported.

c. Price: Price Proposal which will include the Price Evaluation List.
