About this opportunity

The Department of Defense Education Activity (DoDEA) is soliciting proposals for interactive slideshow software with formative assessment functionality designed for K-12 students and educators across its global school system. The software must include an age-appropriate lesson bank or templates and the capability to create customized lessons for systemwide use, along with related product training, virtual professional learning sessions, technical support, and maintenance services. DoDEA will evaluate proposals using a best-value tradeoff methodology, with technical factors and past performance rated as significantly more important than price. Technical evaluation will address integration and compatibility with existing platforms (Google Slides, PowerPoint, Schoology, Google Classroom, Microsoft Teams), assessment and feedback tools, user interaction and content management capabilities, and product training delivery. The solicitation deadline for proposals is February 17, 2026, at 12:00 PM Eastern Time, and offerors must submit all four required volumes (administrative, technical approach, past performance, and pricing) electronically by this date. Questions regarding the solicitation must be submitted by February 6, 2026, at 9:00 AM Eastern Standard Time.

This procurement is set aside for women-owned small businesses (WOSB) under NAICS code 611710. DoDEA estimates requiring approximately 303,860 student licenses, 61,261 teacher licenses, five product training lots, 90 virtual professional learning sessions, and 60 months of technical support over the contract period. The contract will be structured as a firm-fixed-price indefinite delivery/indefinite quantity (IDIQ) agreement with a five-year base period running from March 25, 2026, through March 24, 2031, with minimum and maximum order quantities of 74,531 and 365,276 units respectively. Key requirements include FedRAMP Level 2 compliance (potentially waiverable), NIST SP 800-171 cybersecurity controls, Section 508 accessibility standards, FERPA/COPPA compliance, and data residency in United States data centers with personnel access restricted to U.S. citizens. The place of performance is the United States, supporting DoDEA's 161 fully accredited schools located across three geographic regions: the Americas, Europe and Middle East, and the Pacific.
