About this file

This is a Questions and Answers document for federal contract solicitation HE125426QE008, which concerns Interactive Slideshow Software with Formative Assessment for the Department of Defense Education Activity (DoDEA).

The document addresses nine key inquiries from potential offerors regarding contract requirements and evaluation criteria. The Government requires 45 onboard training events over the five-year contract period, consisting of one annual recorded asynchronous webinar and three 60-minute sessions delivered three times each to accommodate the Americas, Europe, and Pacific regions. Data management requirements specify that contractors must provide batch administration and automation capabilities through flat file imports or REST-based APIs for student accounts, staff accounts, courses, and class rosters, with data integration using RESTful APIs, Learning Tools Interoperability (LTI), or Secure File Transfer Protocol (SFTP). The Government seeks a commercial off-the-shelf (COTS) solution with demonstrated success at global, multi-region scale in comparable K-12 environments and will evaluate offerors' capacity to support both synchronous and asynchronous instruction across multiple time zones. Data residency requirements are governed by DoDEA IT and Cybersecurity teams, with FedRAMP waiver requests subject to IT and Cybersecurity evaluation as a potential performance or security risk. The Government indicated that SCORM-compliant professional learning modules may be phased in rather than required at contract start, and that built-in, standards-aligned instructional content libraries and professional learning delivery capacity may help mitigate adoption risk.

Question # Questions Answers

•How many onboard event will the customer requirement during the life of the contract?

Each year: One recorded asynchronous webinar or digital module for an overview, navigation, and use ofthe product. (3 events) Each year: Contractor also delivers three different 60-minute sessions with each session presented three times- once for Americas, Europe, and Pacific regions. (9 events) Over a 5-year contract: Totals to 45 events

•*If an offeror requires a FedRAMP waiver for portions of its solution, will that be considered a performance or security risk during evaluation

Evaluation of the FedRAMP waiver would likely be conducted by the appropriate IT and Cybersecurity teams. I believe this may be reviewed and considered by that team during an evaluation.

•Can the Government confirm expectations regarding U.S.-based data residency for all student and educator data, including analytics and backups?

Data residency requirements are governed by DoDEA IT and Cybersecurity. Any exceptions would need to be evaluated and addressed through IT for review and approval.

•Does the Government anticipate requiring direct API access to all instructional and assessment data generated under the contract?

The current contract (1.3 Data Management Requirements)states that the Contractor shall provide a mechanism for batch administration and automation of routine data management tasks via flat file import, or represented state transfer (REST) based web service application programming interfaces (APIs). This includes provisioning and managing student accounts, staff accounts, courses, and class rosters.

Section 1.6 Program and System Integration shares that data integration shall include automated industry-standard integration using RESTful APIs, Learning Tools Interoperability (LTI), or Secure File Transfer Protocol (SFTP) data sets.

•How will the Government evaluate an offeror’s demonstrated ability to support synchronous and asynchronous instruction across all three DoDEA regions and the Virtual School?

DoDEA may evaluate an offeror's demonstrated ability to support synchronous and ashynchronous instruction. Evaluation may consider how the proposed solution supports live and on-demaned instructional use, accommodating multiple time zones, and providing reliable access for both schools and the DVHS.

6 •Is there a preference for solutions that have already been deployed at global, multi-region scale in comparable K-12 systems?

DoDEA seeks a commercial off-the-shelf (COTS) solution that has demonstrated success operating at global, multi-region scale in comparable K-12 environments.

7 •Will the Government consider professional learning delivery capacity and educator adoption risk as part of technical or performance risk?

DoDEA may consider an offerer's professional learning delivery capacity and educator adoption risk.

8 •Can the Government clarify whether SCORM-compliant professional learning modules are required at contract start or may be phased in?

SCORM-compliant professional learning modules may be delivered on a phased basis ad are not required to be fully available at contract start.

9 •Does the Government place value on a built-in, standards-aligned instructional content library as part of overall solution risk mitigation and teacher adoption?

Built-in, standards-aligned instructional content library may help mitgate risk and support educator adoption.
