About this opportunity

The Department of the Army Materiel Command Army Contracting Command Aberdeen Proving Ground is conducting a sole-source procurement for specialized laboratory software and equipment consisting of three EthoVision XT Software Licenses, two Dell Desktop workstations configured for EthoVision XT, and three years of NoldusCare support services. This combined synopsis/solicitation under FAR Subpart 12.6 represents the Government's intent to award to only one source under simplified acquisition procedures, with responses due by August 25, 2025, just five days after the posting date of August 18, 2025. The procurement falls under NAICS code 334513 (Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process Variables) with a small business size standard of 750 employees. While the Government states it will consider all proposals received prior to the closing date, this is structured as a sole-source acquisition rather than a competitive solicitation. Delivery is required within 60 days after contract award, and the acquisition will be managed by contract specialist Kevin Manley and contracting officer Zachary Dowling.

This procurement does not utilize any small business set-aside designations and specifically identifies Noldus Information Technology, Inc. (located at 1503 Edwards Ferry Road, STE 310 Leesburg, VA 20176, CAGE Code 1QW18) as the intended sole-source contractor. The solicitation does not specify contract values or budget ranges, but includes firm-fixed-price terms with Net 30 payment conditions processed through the Wide Area WorkFlow (WAWF) system. All equipment and services must be delivered FOB Destination to the Logistics Warehouse at Building 321, 6375 Johnson Road, Aberdeen Proving Ground, Maryland 21005, where government inspection and acceptance will occur. The three-year timeline for NoldusCare support services represents the primary service duration, while the software licenses and workstations appear to be one-time deliverables. The contract includes specific restrictions on telecommunications equipment and requires compliance with item unique identification standards for defense contracts.
