About this opportunity

The Department of the Army Materiel Command Mission and Installation Contracting Command Fort Sam Houston has issued a Special Notice announcing their intent to sole source a contract for Computer Numeric Control (CNC) training and maintenance support services for The Institute of Heraldry (TIOH). This non-personal services contract is specifically for on-site training of government personnel to operate a ShopBot CNC machine used in the production of official seals and coat of arms plaques for the President and Vice President of the United States. The notice was posted on July 11, 2025, with responses due by July 15, 2025. The contract is classified under NAICS code 611430 for Professional and Management Development Training and falls under the PSC category U099 for Education/Training-Other. No set-aside designations are being used for this procurement.

The primary objective of this sole source contract is to provide comprehensive training to two TIOH employees to safely and accurately operate the government-owned CNC machine, with services including the generation of necessary model and CNC files, programs for accurate machining, and delivery of an operations manual. The contractor will be required to deliver training sessions for fabricating various plaque sizes (8-inch, 10-inch, 15-inch, and 25-inch), develop associated production files using government-provided software, and provide one year of troubleshooting and maintenance support. The performance threshold requires employees to achieve 95% accuracy in operating the CNC machine, with the contract performance period extending from July 1, 2025, through June 30, 2026. The government intends to award this contract to Advanced Arts Management, Inc., citing their unique qualifications and prior experience installing and programming the CNC machine at TIOH. The sole source justification emphasizes the need for operational continuity and the specialized knowledge required for this critical manufacturing process supporting presidential and vice-presidential ceremonial items.
