About this opportunity

Norfolk Naval Shipyard intends to award a sole source firm fixed price contract to SPECTRO ANALYTICAL INSTRUMENTS, INC. for maintenance services on a Spectro Maxx LMM07 analytical instrument used for critical testing at the Mid-Atlantic Regional Materials Test Laboratory. The procurement covers a comprehensive three-year service maintenance agreement that includes repair, upgrade capabilities, preventative maintenance, parts provision, and priority technical support for the specialized laboratory equipment with serial number 149906/19. The Navy justifies the sole source approach under FAR 13.106-1(b)(1)(i), citing that only SPECTRO maintains the exclusive licensing, technical expertise, and parts inventory necessary to service this instrument, and that delays in maintenance could impact critical waterfront project schedules. Interested parties must submit quotes by September 4, 2025 at 10:00 AM EDT to Contract Specialist Jordan Moore, while any questions or clarifications must be received by August 29, 2025 at 10:00 AM EDT. The procurement falls under NAICS code 811210 for electronic and precision equipment repair and maintenance.

Despite being identified as a sole source procurement in the synopsis, the attached Standard Form 1449 indicates this opportunity is set aside for Women-Owned Small Businesses (WOSB), creating an apparent contradiction in the solicitation documents. The contract structure includes a base year of performance from September 15, 2025 through September 14, 2028, with two additional option years available for extended maintenance services. SPECTRO ANALYTICAL INSTRUMENTS, INC. appears to be the intended awardee based on their exclusive manufacturer relationship and technical capabilities for this specific instrument model. The work will be performed at Norfolk Naval Shipyard in Portsmouth, Virginia, with contractors required to obtain DBIDS security credentials for facility access. The procurement is being conducted under simplified acquisition procedures using FAR Part 13 guidelines, suggesting the contract value falls below the simplified acquisition threshold.
