About this opportunity
The Indian Health Service (IHS) Portland Area Office has published a Special Notice announcing its intent to award a sole-source contract to ScriptPro USA, Inc. for the lease and support of a robotic prescription dispensing system at Chemawa Indian Health Center in Salem, Oregon. This is a commercial services contract being pursued on a sole-source basis pursuant to 41 U.S.C. 3304(a)(1), as the government has determined that only ScriptPro USA, Inc. possesses the necessary capability to provide the required equipment, maintenance, and technology upgrades. The notice was posted on March 17, 2026, with a response deadline of March 23, 2026. No small business set-aside is anticipated for this action. The place of performance is located at Chemawa Indian Health Center, 3750 Chemawa Road NE, Salem, Oregon 97305.
The primary objective is to maintain uninterrupted outpatient pharmacy operations and patient care by continuing the operating lease for the robotic prescription dispensing system while implementing a critical technology refresh that upgrades the workflow platform server operating system to an actively supported version. The contractor must provide comprehensive maintenance and support services, including preventative and corrective maintenance, software updates, component replacement, and technology refresh implementation during the base period from April 1, 2026 through March 31, 2027, with four optional renewal years extending through March 31, 2031. Key performance requirements include maintaining at least 95% monthly system availability, responding to critical incidents within one hour, and providing on-site technician support within two business days for critical issues. The contract also mandates compliance with Federal/HHS/IHS privacy and security standards for Protected Health Information, including encrypted communications, data encryption, and endpoint protection. All services are structured across five contract line items in the base year, with recurring lease and support CLINs in each option year, and pricing must be submitted through the provided Schedule of Items template.
