The contractor shall provide continued operating lease/subscription for the existing robotic dispensing system and associated platform components, including one central platform/server, one pharmacy data terminal, two pharmacy printers, and three smart card scanners. The contractor must deliver maintenance and technical support services encompassing corrective and preventative maintenance (at least annually), component replacement, software/firmware updates and patches, and all required licensing and subscription entitlements. A critical component of the base period is implementation of a technology refresh upgrading the robotic controller and client devices to a currently supported IHS-approved Windows operating system (e.g., Windows 11) and upgrading the central server/database to current IHS-approved versions, executed with minimal disruption to pharmacy operations including project planning, coordination with local pharmacy and IT leadership, backup/rollback procedures, validation testing, and post-upgrade stabilization.
Performance requirements mandate at least 95% system operational availability monthly (excluding approved maintenance windows), with critical incidents requiring acknowledgment within one hour and troubleshooting initiation within two hours; non-critical incidents require acknowledgment within one business day. On-site technician support must be provided within two business days for critical incidents and five business days for non-critical incidents. The contractor shall deliver monthly service summaries, as-built configuration documentation, system/software version inventory, maintenance logs, and training for designated pharmacy staff. Security requirements mandate compliance with Federal/HHS/IHS privacy and security standards for Protected Health Information and Personally Identifiable Information, including encrypted remote communications, session logging, data encryption at rest, and endpoint protection. The base period runs from April 1, 2026 through March 31, 2027, with four option years extending through March 31, 2031. Deliverables are structured across five CLINs: one-time technology refresh implementation (CLIN 0001), technology refresh lease/subscription (CLIN 0002), technology refresh maintenance/support (CLIN 0003), existing system lease/subscription (CLIN 0004), and existing system maintenance/support (CLIN 0005), with corresponding option year CLINs (1001-4004) for recurring services. All invoices must be submitted electronically through the U.S. Department of the Treasury's Invoice Processing Platform.
