About this opportunity

The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10 (VISN 10) has issued a Special Notice of Intent to Sole Source a contract with Epica Applied Technologies. The notice concerns preventative maintenance, training, and software updates for five Robocare: ORTIS 7-Axis O&P Robotic Carving Systems located across five Veteran Affairs Medical Centers in Michigan and Ohio. This non-competitive procurement is being pursued under Federal Acquisition Regulation (FAR) 13.106-1(b), which allows for sole source procurement when only one responsible source meets agency requirements. The contract will be a firm-fixed-price purchase order with a one-year base period and four option years. The procurement is classified under NAICS code 811210 for Electronic and Precision Equipment Repair and Maintenance, with a size standard of $34 million.

The primary objective of this Special Notice is to communicate the government's intent to award a non-competitive contract to Epica Applied Technologies for specialized maintenance services on robotic carving systems. Market research has confirmed that Epica is the only small business meeting the suitability criteria for these services. The notice emphasizes that it is not a request for competitive quotes, but rather an informational announcement intended to provide transparency in the procurement process. Contractors are advised that any responses will be treated as information only, and no entitlement to payment will arise from submissions. The places of performance include VA Medical Centers in Detroit, Cincinnati, Cleveland, Columbus, and Dayton. The response deadline is May 6, 2025, and the government retains sole discretion in determining whether to proceed with a competitive or non-competitive procurement based on any received information. Epica Applied Technologies meets the specific requirements outlined in the Statement of Work, which justifies the sole source approach under FAR guidelines.
