About this opportunity
The Air Force Reserve Command, specifically the 910th Contracting Flight at Youngstown Air Reserve Station in Ohio, has issued a Special Notice of Intent to Sole Source a purchase order to Monaco Enterprises Inc. for preventative maintenance services on Monaco Fire Alarm systems. This procurement will be conducted under Simplified Acquisition Procedures per FAR 6.302-1(a)(2), which allows for sole source awards when only one responsible source exists and no other supplies or services will satisfy agency requirements. The Special Notice was posted on February 9, 2026, with a due date of February 24, 2026, though the anticipated award date remains unknown. This is not a request for competitive proposals, and the government reserves the right to award the contract at its sole discretion.
The purpose of this procurement is to maintain and repair Monaco D-21 fire alarm reporting and receiving systems at Youngstown Air Reserve Station, with an estimated total contract cost of $111,791.71 for a one-year base period plus four optional renewal years. Monaco Enterprises has been determined as the sole source vendor because they are the only authorized service provider for the proprietary D-21 system hardware and software, with market research confirming no viable alternatives exist. Key contractual requirements include 24/7 availability (except federal holidays), service response within one business day, two annual preventative maintenance visits, and provision of manufacturer-trained technicians authorized by Monaco's designated service agency. The contractor must maintain detailed maintenance logs, perform comprehensive system checks including software updates with STIG compliance verification, and provide one year of workmanship guarantees on all completed work. Only Monaco Enterprises is eligible to respond to this sole source procurement, as the justification establishes that alternative fire alarm systems would require complete installation-wide renovation of every building at the facility.
