About this file

This is a Single Source Justification for a simplified acquisition by the U.S. Air Force, 910 CONF/PK contracting activity, for the Monaco PMI Service Contract (Purchase Request F5Q3465350A001). The estimated total contract cost is $111,791.71 for a one-year base service agreement with four additional option years for Preventative Maintenance and Inspection (PMI) services supporting Youngstown Air Reserve Station's Monaco D-21 fire alarm reporting and receiving system.

The justification establishes that Monaco is the sole source vendor authorized to service and support their proprietary D-21 system hardware and software. The acquisition is necessary to maintain system functionality, reduce cybersecurity vulnerabilities, and prevent operational failures. Market research through SAM.gov, GSA schedules, vendor outreach, and internet research identified no alternative vendors authorized to service Monaco's proprietary systems. Switching to a different fire alarm system would require installation-wide renovation of every building and retraining of sub-contractor maintenance technicians, making it infeasible. The contracting officer, Jasmine R. Corpa (GS-12), determined on January 22, 2026, in accordance with FAR 13.106-1(b)(1), that only a single source is reasonably available. To preclude future single-source awards, the document recommends evaluating alternative fire alarm vendors offering comparable system capability with multiple PMI service options when the current system reaches end of life.

Single Source Justification (Simplified Acquisition)

April 2021 Page 1 of 2

Section A: General Contract Information

Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No

Contracting Activity: 910 CONF/PK

Project/Program Name: Monaco PMI Service Contract

Purchase Request / Local ID Number: F5Q3465350A001

Estimated Contract Cost (including Options): $111,791.71

Section B: Description of the Supplies/Services Required

The objective of this acquisition is to establish a Preventative Maintenance and Inspection (PMI) service contract to support and maintain functionality for Youngstown Air Reserve Station's Monaco D-21 fire alarm reporting/receiving system. These services will reduce cybersecurity vulnerabilities and help prevent operational failures of the system.

This requirement will include a one (1) year service agreement with four (4) additional option years of service.

Section C: Justification for Soliciting from a Single Source or Brand Name

As Monaco is the current fire alarm reporting/receiving system, changing this would require an entire installation wide renovation to alter every building, as well as re-training of sub-contractor maintenance technicians. That approach is not feasible so this is a sole source requirement with Monaco to assure complete integration with existing system infrastructure.

Section D: Efforts to Obtain Competition

Market research was conducted through SAM.gov, GSA schedules, vendor outreach, internet research, etc. While other vendors provide fire detection systems preventative maintenance, none are authorized to service Monaco's proprietary D-21 system hardware and software. No other sources could be identified that meet the Government's specific requirement.

Monaco is the only vendor authorized to provide service and support to their proprietary systems and software. Review of similar service contracts on GSA have supported this with "Sources Sought" and ultimately "Intent to Sole Source" for Monaco PMI contracts.

Section E: Steps to Preclude Future Single Source or Brand Name Awards

Given the nature of Monaco's proprietary systems, the best option to avoid this type of single source award in the future would be to consider alternative vendors for the base's next fire alarm reporting/receiving system when the current system is nearing it's end of use. If there are vendors that provide comparable system capability with multiple alternatives for PMI service, it should be factored into the selection criteria.
