About this opportunity

The 4th Contracting Squadron at Seymour Johnson Air Force Base is procuring preventative maintenance services for Monaco Fire Alarm systems under a sole source acquisition. The Department of the Air Force Air Combat Command issued this notice of intent on January 6, 2026, with a brief response window closing on January 9, 2026. The contract requires the selected contractor to provide comprehensive preventative maintenance and repair services for Monaco workstations, including semi-annual scheduled maintenance visits, system diagnostics, software and firmware updates, and emergency response capabilities with a one-business-day service call response time. The contractor must be manufacturer-trained on Monaco systems and capable of providing detailed technical support, system testing, and up to four hours of training to the base's Dispatch and Alarm Shop. This is not a competitive procurement; rather, it is a sole source justification under FAR 6.302-1(a)(2) based on the unique capabilities and proprietary technology of the single source provider, with no formal evaluation criteria applied as this represents the government's determination that only one responsible source can satisfy requirements.

This procurement includes no set-aside designations and is intended to be awarded solely to Monaco Enterprises Inc., the current contractor and sole source provider. The contract is a firm-fixed-price agreement with an estimated total value of $253,468.18 covering a five-year period from January 25, 2026, through January 24, 2031, consisting of a base year plus four option years. The preventative maintenance services will support fire alarm systems in three buildings at Seymour Johnson Air Force Base: buildings 4601, 4811, and 3300, located in Goldsboro, North Carolina. The government's justification emphasizes that Monaco's proprietary D-21 laptop and integrated modem 7000 system provide critical 24-hour alarm monitoring capabilities that cannot be replicated by competitors, and that the cost of replacing the entire fire alarm infrastructure would exceed $1.5 million, making continued maintenance the most economical approach. Market research identified 22 small businesses that were contacted but deemed unable to provide equivalent services and technical support.
