Section B: Description of the Supplies/Services Required
This requirement is a Sole Source Firm-Fixed price contract for Monaco Enterprises Fire Alarm preventative maintenance services for the 4th Civil Engineering Squadron Fire Department (4th CES/CEF); specifically building 4601, 4811, 3300 in accordance with the Statement of Work. The contract is a 5 years: base plus 4 option years. The period of performance is from 25 January 2026 to 24 January 2031.
Section C: Justification for Soliciting from a Single Source or Brand Name
The unique capabilities of Monaco Enterprises Inc is in their Monaco Fire Alarm System which integrates with the proprietary D-21 laptop with software (Model 227-042-21). Building 4601 is the main Civil Engineering Fire Station and houses the primary laptop and server, while buildings 4811 and 3300 houses redundant laptops. The D-21 software works in conjunction with the Monaco Enterprises Fire Alarm system (modem 7000) in identifying any fire alarms that are tripped in a building within Seymour Johnson AFB. The Fire Department Squadron will be alerted to the location;
which maximizes response time that can potentially save lives and minimize property damage as the Fire Department is on alert 24 hours.
Another unique capability of the Monaco Enterprises Inc D-21 computer is that it is up to date on the Air Force cyber security requirement and has 24 hour technical support. During the period of performance which is under contract, any personnel can call Monaco Enterprises tech support and this does not void the equipment warranty. These requirements are defined as Risk Management Framework (RMF) cybersecurity standards which includes secure baselines, stringent access controls, comprehensive audit logging, and other security protocols vital for the system's accreditation and optimal performance.
Monaco Enterprises states that it "permits qualified third-party contractors to perform on-site installation and programming of Building Transceivers and Fire Alarm Control Panels (FACPs)". However, it does not allow unauthorized tampering with its proprietary D-21 computer and software embedded within the Fire Alarm system. Monaco Enterprises Inc states that the fire alarm warranty will be void if this occurs. Monaco Enterprises Inc states that the resulting system failure to properly display alarms, system instability, and serious performance degradation. These failures not only undermine the reliability of the fire alarm reporting system but also void FM certification and place the facility out of compliance with NFPA requirements" Currently, there are no other source has the capability to perform preventative maintenance on the D-21 laptop and software. The upgrade of software and patches are performed by Monaco personnel using their proprietary software using their preprogrammed laptops.
CE Fire Department estimates that to replace the existing Fire Alarm system throughout Seymour Johnson AFB will run at $1.5 million. This is impractical at this time as the existing Monaco Alarm system continues to run without problems.
Preventative maintenance from the system's installation date in 2015 up until this year 2025 has been proven to be the most cost effective (best Value) method to the benefit of the government. However, CE Fire Department has discussed replacing the Fire System in the future due to wear and tear or when an existing building is demolished.

Section D: Efforts to Obtain Competition
Efforts to obtain small business participation and competition include market research through Dynamic Small Business Search in order to identify any other company(s) that can provide your required fire alarm preventative maintenance service. Twenty-two (22) small business were contacted and none replied qualified, capable, and willing to service Monaco Fire Alarm systems and specifically the D-21 computers and software. Furthermore, due to this requirement being above $25,000 threshold but below the Simplified Acquisition Threshold of $350,000 this necessitates an intent to sole source which is posted on sam.gov on 22 December 2025 with expiration 26 December 2025. The risk of third party contractors altering Monaco Enterprises Inc software which might cause system failure is a strong reason for continuing to utilize Monaco Enterprises service as the fire alarm software and equipment will be covered continuously under warranty.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Market research will be conducted to gauge potential future sources. The system has been in place since initial installation in 2015. Information obtained from the customer at CE Fire Department confirms that system continues to run without problems, which is cost effective to the benefit of the government. In additional, there has not been a need to tamper with Monaco laptops or software as the company performs all necessary updates which is covered under warranty. Market research will occur when the existing Monaco Enterprise System is due for replacement caused by wear and tear. If there are other cost effective options at that time the Government will explore those alternatives.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
