STATEMENT OF WORK {SOW)
Monaco Fire Alarm Systems Service Contract
1. SCOPE: The contractor shall provide all personnel, tools, supervision and except for major electronic part failures, all normal wear and tear parts and other items necessary to perform preventative maintenance and onsite repairs to Monaco workstations at Seymour Johnson Air Force Base buildings 4601, 4811, and 3300 as defined in this Statement of Work. All scheduled maintenance shall be performed in accordance with the manufacturer's specifications. Contractor will provide service checks/maintenance to adjust, upgrade, repair and accomplish manufacturer's recommended maintenance of equipment listed on the Monaco Alarm System every six months.
2. LOCATION: This work is to be accomplished at the Seymour Johnson Air Force Base, Goldsboro, NC Fire Stations and command post at buildings 4601, 4811, and 3300
3. PERSONNEL/QUALIFICATIONS: All service technicians must possess experience on the repair and maintenance of the Monaco workstations already in place at referenced facilities. The contractor must be trained by the manufacturer's designated service agency and authorized to perform maintenance, repairs, factory modifications and warranty work for all equipment.
4. WORKMANSHIP/QUALITY CONTROL: The contractor shall provide all Quality Control in accordance with commercial practices to ensure that all work is performed in accordance with this Statement of Work and manufacturer's specifications.
5. HOURS OF OPERATION: The contractor shall be available to work on equipment 24 hours a day, 7 days a week, except Federal holidays.

6. CONTRACTOR-FURNISHED SUPPLIES AND SERVICES:
6.1 Replacement Parts: The contractor shall provide all parts that are covered by warranty. All replacement parts shall be new factory warranted parts unless the Fire Department or designated representative gives prior approval for use of any rebuilt parts.
6.2 Maintenance Repair Log: The contractor shall maintain a detailed log of any and all service performed on each individual piece of equipment covered under the contract. The log must include the following information: manufacturer, model number, serial number, date work performed, description of work performed and parts installed. A copy of the updated log must be provided to the Fire Department or designated representative no later than the 2nd Monday of the month for the work performed during the previous month.
7. SPECIFIC TASKS:
7.1 The contractor shall provide scheduled preventative maintenance to ensure all equipment listed on the Monaco Alarm System, and phone equipment is maintained in accordance with this Statement of Work (SOW) and manufacturer specifications with two visits annually.
7.2 Service Calls: The Fire Department will notify the contractor when a service call is required and specify the equipment that is not working properly that requires work.
7.3 The contractor shall respond to the service calls within one (1) business days of notification from the Fire Department.
7.4 Provide any recommendations for upgrades/changes to the D-21 System.
7.5 Clean and verify operation of the internal and exterior components of the D-21 PCs.
7.6 Perform printer service to include the following: check ink/toner level, ensure correct drivers are installed on each D-21/EM computer.
7.7 Update the D-21 software to the most current site applicable version as determined by Monaco Enterprises, Inc and perform antivirus definition updates and update RMF ready software settings to meet new STIG’s.
7.8 Create a complete database backup, archive database (if determined to be necessary by on-site technician) to improve system performance, and provide backup to the Base on removable media.
7.9 Clean and visually inspect all D-21 monitors, adjusting any settings as necessary; tighten cables/connectors and label if necessary.
7.10 Conduct extended system-wide poll from each RFM (primary and alternates), test the system’s performance and assist in the correction of any deficiencies in the database.
7.11 Check rack mounted UPS systems: If digital readout exists, note current load and battery charge percentages; perform either a self-test if applicable to the UPS model or a 15 minute load test and record results. If no digital readout exists, perform a 15 minute load test and record results.
7.12 For all UPS systems, verify that only Fire Reporting systems are connected and report any issues to the representative of the AHJ.
7.13 Verify network connectivity between all D-21 network computers and devices.
7.14 Verify and test Monaco support connection to allow for continued 24-hour support from the Monaco D-21 help desk.
7.15 Ensure redundant D-21 database is synchronized with the primary D-21 database.
7.16 Perform redundant server takeover test.
7.17 Update media files if new files are available.
7.18 Check condition of all D-21 rack equipment if installed, ensure all connections are secure and all computers and units are operating as intended; note off-normal units on customer report.
7.19 Provide a copy of the D-21 software installation disk for archive purposes.
7.20 Provide electronic copies of new D-21 manuals if available.
7.21 Visually inspect and functionally test Tone Panels, GPIOs, Network Video
Monitoring, Mobile Base Stations, and Remote Station Alerting equipment (if installed); clean equipment if accessible at ground level.
7.22 Clean the RFM(s), verify redundant RFM operation if in service.
7.23 Visually inspect the antenna network from ground level and measure and record forward and refl ected power on each RFM-X, RFM-7000, and each RFM Repeater (accessibility must be provided by the site).
7.24 Update the RFM firmware to the most current site applicable version if necessary.
7.25 For Radio network connected mobiles, perform a drive test in at least one Mobile Client equipped vehicle to verify mobile connectivity to each Mobile Base Station.
7.26 Inspect Monaco provided DVR equipment (if installed) and ensure lines are recording normally.
7.27 Inspect Monaco network video monitoring (NVM) systems and provide status reports for any non-functioning cameras (if installed).
7.28 Update D-21 Hazmat and Technical manuals, if available.
7.29 Update the D-21 Map, if updates to the existing ESRI map fi les are provided within 30 days of PO/Contract award . Map refreshes and updates include the incorporation of new or updated GIS layers provided to Monaco for integration into the D-21 Map. If the scope of the map changes—such as adjustments to district boundaries, inclusion of geographic areas outside the current map extent, or updates that impact dispatch decision-making.
7.30 Validate the system performance after installation.

9 TRAINING: The NCOIC of Dispatch and Alarm Shop shall receive up to 4 hours of training on any updated software or hardware changes.
10 PERSONNEL: The contractor shall ensure all employees working on Seymour Johnson Air
Force Base possess proper identification and/or citizenship documentation.
11 CLEANUP: The contractor is responsible to return all work sites to the condition in which they were found.
12 WARRANTY: The contractor will guarantee all workmanship for a period of one year from completion of work.
