About this opportunity
The Department of Veterans Affairs (VA) intends to sole-source a lease for 1,478 rentable square feet (RSF) in Holbrook, Arizona, supporting the Northern Arizona VA Health Care System. The procurement is being conducted under Federal Acquisition Regulation (FAR) 13.501, with a specific focus on continuing the existing lease location at 33 W. Vista. The VA will utilize a 20-year lease term commencing on July 19, 2026, with market research already conducted using LoopNet and CoStar platforms. No competitive bidding will occur due to the lack of alternative suitable properties in the designated area, with zero properties identified in the immediate location and three additional properties in an extended area deemed unsuitable. The lease contracting officer has determined the rates proposed by the incumbent lessor to be fair and reasonable.
The procurement is not set aside for any specific small business category and will be awarded directly to the George J Morin Family Trust, which has been the current lease holder for 14 years with no negative performance comments. The total estimated contract value is $950,000 over the 20-year lease period, representing an average annual cost of approximately $47,500. The lease will be procured under the statutory authority of 41 U.S.C. 3304(a)(1), which allows for a single source when no other suppliers can satisfy agency requirements. The procurement falls under NAICS category 531120 for lessors of nonresidential buildings and PSC category X1DB for lease/rental of laboratories and clinics. The current lease expires on July 18, 2026, with the new lease term beginning immediately thereafter on July 19, 2026.
