About this file

This document is an Intent to Sole Source Request for Lease Proposal (RLP) for the Northern Arizona VA Health Care System in Holbrook, Arizona. The Department of Veterans Affairs seeks to lease 1,478 rentable square feet (RSF) for a 20-year term beginning July 19, 2026, with an estimated total value of $950,000. The current lease holder is the George J Morin Family Trust, which has maintained the property for 14 years without negative comments.

Market research conducted using LoopNet and CoStar found zero properties in the designated area and three properties in an extended area that do not meet government requirements. The VA is pursuing a sole source procurement under 41 U.S.C. 3304(a)(1), which allows for a single source when no other suppliers can satisfy agency needs. The Lease Contracting Officer has determined the proposed rates from the incumbent lessor to be fair and reasonable, and no competitive bidding is required due to the lack of alternative suitable properties.
