About this opportunity

The 42nd Contracting Squadron at Maxwell Air Force Base, operating under the Department of the Air Force Air Education and Training Command, has published an Intent to Sole Source (ISS) Special Notice for a printer lease and services contract. The government intends to award a firm fixed price contract to Cartridge Technologies, LLC, of Rockville, Maryland, for the continued lease and servicing of multifunction copy machines at 42d Air Base Wing locations. This NAICS 532420 requirement, with a size standard of $40,000,000, has been posted as of April 16, 2026, with a response deadline of April 22, 2026. The ISS is issued under 10 U.S.C. 3204(a)(1) and invites interested parties to demonstrate whether the requirement should be considered for competitive procurement rather than sole source award. If no viable alternative responses are received by the deadline, the government will proceed with awarding the contract to Cartridge Technologies, LLC.

The objective of this Special Notice is to provide capable competitors an opportunity to challenge the sole source award and demonstrate their ability to meet all contract requirements before the government commits to a non-competitive procurement. Interested contractors must submit responses by April 22, 2026 at 12:00 PM CDT via email to either SSgt Micheal Moore or Mr. William Griffiths, with contact information provided in the notice. Eligible contractors must be capable of meeting all requirements outlined in the Draft Statement of Work, including providing lease, maintenance, parts replacement, consumables (toner and staples), and monthly reporting for multifunction copy machines with copying, printing, scanning, and faxing capabilities. The contract calls for a one-year period of performance with comprehensive maintenance services, trained and certified technicians, spare parts inventory management, and compliance with security and base access regulations. Responses will be evaluated solely to determine whether a competitive procurement should be conducted, and all submissions will remain the property of the government with no reimbursement or return of materials.
