About this opportunity
Air Force Materiel Command announced on June 3, 2026, a sole-source bridge contract intent for C-130J and HC-130J Block Upgrade 7.0/8.1 kit installations, with award planned to Canadian Commercial Corporation, a Canadian Crown corporation, and a June 18, 2026, deadline for capability statement challenges.
The contract covers Firm-Fixed Price installation of Group A and B kits and delta kits onto various USAF aircraft and is structured under the Defence Production Sharing Agreement (DPSA) Memorandum of Understanding between DoD and Canada's Department of National Defence. AFLCMC at Wright-Patterson Air Force Base, Ohio, is procuring the work. The sole-source justification rests on Canadian Commercial Corporation's current performance under the existing CKI contract and its technical expertise needed to continue operations without unacceptable delays or disruption to the established installation process; no other supplies or services will satisfy agency requirements under RFO 6.103-1(c)(2).
This is not a request for proposals. Interested parties who believe they can provide equivalent service may submit a capability statement by 1:00 PM EST on June 18, 2026, to casey.murphy@us.af.mil and ashley.crawford.12@us.af.mil. The Government will consider all timely responses but retains sole discretion to proceed with sole-source award or conduct competition. A June 17, 2026, clarification update noted that kit procurement delays necessitated the bridge action to ensure continuity until the follow-on CKI 2 contract is awarded.
