About this opportunity
The Department of the Air Force Air Combat Command has issued a Special Notice announcing their intent to sole source a CAC Reader (Secure Access) System installation for the Benko Gym at Davis-Monthan Air Force Base in Tucson, Arizona. This procurement involves removing existing access control systems from one exterior and one interior door and installing new CAC proximity access control card readers in their place. The contractor will also be required to provide operating manuals and conduct in-person training for two government personnel on the software and system operations. The solicitation is structured as a Women-Owned Small Business (WOSB) sole source opportunity with responses due by August 25, 2025. The government has determined that SmartNet is the only vendor capable of performing this work due to system integration requirements with previously installed equipment.
The primary objective of this Special Notice is to identify qualified SBA-certified Women-Owned Small Businesses capable of integrating new security access control equipment with existing SmartNet systems while maintaining current Authority to Operate certification and maintenance contracts. Contractors must respond to the primary or secondary point of contact by the August 25, 2025 deadline and demonstrate their capability to provide the specified products and services. Eligibility is restricted to SBA-certified WOSBs that can perform the technical integration work without voiding existing maintenance agreements. The procurement emphasizes the need for seamless system compatibility, proper installation without protruding wires, complete waste removal of old equipment, and comprehensive personnel training to ensure operational continuity of the facility's security systems.
