About this file
This Single Source Justification (Simplified Acquisition) document details a procurement for the 563rd Rescue Group at Benko Fitness Center. The contract involves procuring and installing a CAC Reader (Secure Access) System, with SMARTNET as the sole source vendor. The contractor must remove existing access control systems, provide and install new CAC readers (one interior, one exterior), provide access control system documentation, and conduct in-person training for two government personnel.
The justification highlights that SMARTNET is the only vendor capable of modifying the existing SMARTNET security system due to their existing Authority to Operate (ATO) certification, active maintenance contract, and proprietary system integration requirements. The 355th Contracting Squadron conducted market research and determined that third-party vendors cannot integrate with the current system without voiding the existing maintenance contract. The contract is being awarded to SMARTNET, which is SBA-certified as a Women-Owned Small Business (WOSB), with the goal of maintaining system continuity and security while avoiding potential integration complications.

Single Source Justification (Simplified Acquisition)
CONTROLLED UNCLASSIFIED INFORMATION
April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 2 of 2 underrepresented WOSB NAICS, there is no reasonable expectation of adequate offers from any other vendor, and the anticipated award price of the contract does not go over any threshold that would eliminate it from being a WOSB Sole Source. Therefore, the requirement is eligible to be direct awarded to SMARTNET, given that the vendor is SBA-certified as a WOSB entity and no exceptions prevent the award.
Section D: Efforts to Obtain Competition
A competitive solicitation was issued with a Performance Work Statement detailing all project specifications. The responses received demonstrated that third-party vendors lack the capability to integrate with the SMARTNET system and that any such integration attempts would void existing maintenance contract with SMARTNET. Vendor also has proprietary information about the design of the current system that the new system would have to integrate with, meaning that all other vendors would have to spend time and money to diagnose the current system first before performing work. This would increase the project timeline and cost.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
The goal of the 355th Contracting Squadron is to promote competition in order to ensure the Government is receiving the best value product. Market research was accomplished by the 355 Contracting Squadron Simplified Acquisition Team, Air Force strategic sources of supply, GSA Federal Schedule source and open market commercial sources, Internet searches, direct communication with the vendor, reviewing market research for similar past requirements, and contacting government sources with product experience.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
