About this opportunity

The Department of the Air Force Air Education and Training Command, specifically the 42nd Contracting Squadron at Maxwell Air Force Base, has issued a Special Notice of intent to award a sole source, firm-fixed-price contract to RELX dba LexisNexis for Computer Assisted Legal Research (CALR) subscriptions. The contract is designed to support Air Force Legal Information Services (AF/JAS) and will provide comprehensive legal research database access for approximately 18,000 users across multiple Department of Defense organizations. The procurement falls under the North American Industry Classification System (NAICS) Code 519290, with a size standard of 1,000 employees, and will be implemented using Federal Acquisition Regulation (FAR) 13.106-1(b). The sole source intention is to directly award the contract to LexisNexis without a full competitive solicitation process. The contract will cover a 12-month base period with four potential 1-year option periods, running from April 1, 2025, through March 31, 2030.

The primary objective of this Special Notice is to secure a comprehensive legal research subscription service that meets the extensive requirements of DoD legal communities, including access to federal court decisions, military appellate court materials, legislative resources, and specialized legal databases. Contractors interested in challenging the sole source award must respond by January 30, 2025, at 3:00 PM CST, submitting company information, capabilities documentation, and proof of ability to commence services by April 1, 2025. Eligible contractors must demonstrate capabilities to provide web-based access, user ID management, customized reporting, technical support, and training across worldwide locations. The required system must offer 24/7 availability with minimal downtime, advanced features like artificial intelligence capabilities, Microsoft Office integration, and comprehensive citation checking tools. The contract requires extensive coverage of legal materials, including state-specific case law, court rules, statutes, and attorney general opinions for all 50 states, the District of Columbia, Puerto Rico, and the Virgin Islands, with varying historical coverage requirements.
