The SOR requires comprehensive legal research database access and services for approximately 18,000 users across multiple DoD organizations including Air Force, Army, Navy, Marine Corps, Defense Contract Audit Agency (DCAA), Defense Logistics Agency (DLA) and Defense Contract Management Agency (DCMA). Key requirements include access to extensive federal court decisions, military appellate court decisions, federal legislative materials, regulatory/administrative materials, state materials, and specialized databases for medical malpractice, UK law, and docket research. The contractor must provide web-based access, user ID management, customized usage reporting, technical support, and training at locations worldwide. The system must be available 24/7 with no more than 5 hours of downtime per month. Required features include artificial intelligence capabilities, Microsoft Office integration, and citation checking tools. The contract covers specific numbers of users for each agency, ranging from 4,500 for Air Force Legal to 90 for DCAA, with flexibility to accommodate 20% increases in user numbers over the contract life.

1.0. INTRODUCTION.

1.1. Organization.

1.1.1. Identification. Air Force Legal Information Services (AF/JAS), 150 Chennault Circle, Bldg 694A, Maxwell AFB AL36112-6418.

1.1.2. Mission. The mission of AF/JAS is to provide a broad range of computer and software products to the AF and Department of Defense (DoD) legal communities. AF/JAS is the information technology office for the Air Force Judge Advocate General’s Corps (AFJAGC) and the Executive Agent for legal research for the DoD. In this capacity, AF/JAS provides online legal research capabilities and routine and emergency legal support functions through technology to approximately 18,000 users throughout the federal government. As part of these functions, AF/JAS also maintains over 60 different applications, many of which were developed in-house. We develop, test, and deploy enterprise IT applications supporting the AFJAGC core business processes.

1.2. Background and Objective.

As DoD Executive Agent, AF/JAS provides computer-assisted legal research capability, both through its own Federal Legal Information Through Electronics (FLITE) system and through commercial database subscriptions. The purpose of this acquisition is to obtain online legal information services, which may include artificial intelligence integration; an interface between Government systems and the contractor databases for access; issuing user IDs and customized database usage reports; and related customer support services, such as training and telephone and online assistance for the legal personnel in the Air Force, Army, Marine Corps, Navy, Defense Contract Audit Agency (DCAA), Defense Logistics Agency (DLA) and Defense Contract Management Agency (DCMA). The primary requirement is for commercial items, primarily access to the required legal databases; the services are in support of these commodities. See the separate files in Appendices 5a and 5b for information on the amounts and types of commercial research activities performed during a month and during a 12-month period, respectively, under the current Air Force contract. Similar information on research activity for the Army is provided in Appendix 8a.

This data is for informational purposes only. The Government does not represent that future research activity will remain the same as current activity.
