About this opportunity
The Air Force Research Laboratory (AFRL/PZLEQ) at Wright-Patterson AFB, Ohio, issued a Notice of Intent to Award a sole-source purchase order to Boston Micromachines Corporation for a 137-actuator Micro-Electromechanical Systems (MEMS) Deformable Mirror, with responses due by June 18, 2026 at 5:00 p.m. Eastern Time.
The device will support research and development of Electro-Optical/Infrared (EO/IR) sensing capabilities for hypersonics at the KHILS Laboratory at AFRL/RWTSH, Eglin Air Force Base, Florida. Boston Micromachines Corporation is cited as the only vendor capable of meeting the 137-actuator requirement under FAR 12.102(a). AFRL's market research identified only one other potential source—Iris AO, Inc.—whose SAM registration is inactive and expired. A prior Sources Sought notice posted on SAM.gov generated no responses.
The Minimum Requirements Document specifies a continuous membrane MEMS device with aperture size between 4 millimeters and 8 millimeters, minimum 12 actuators across the aperture, 5.5-micrometer actuator stroke, 450/650-microsecond response time, sub-nanometer step size, surface figure less than 20 nanometers RMS, greater than 95 percent window transmission across the 1.5–5.0-micrometer waveband, 2 kHz driver frame rate, 14-bit resolution, zero hysteresis, and inter-actuator coupling less than 23 percent. Delivery is mandated within 14 weeks.
Responsible sources or authorized distributors may submit a capability statement, quotation, or exception to the sole-source intent by email to Jason B. Sav at jason.sav@us.af.mil with subject line "Notice of Intent to Award SS - Micro-Electromechanical Systems (MEMS) Deformable Mirror (DM)." The Government reserves discretion to conduct a competitive procurement based on responses received.
Notice text
This requirement is for a Micro-Electromechanical Systems (MEMS) Deformable Mirror (DM) for the AFRL/RWTSH at Eglin Air Force Base, Florida.
NOTICE OF INTENT TO AWARD SINGLE SOURCE: The NAICS Code is 333310 – Commercial and Service Industry Machinery Manufacturing. The Air Force Research Laboratory (AFRL/PZLEQ), located at Wright-Patterson AFB, Ohio, intends to award a sole source purchase order as authorized by RFO 12.102(a) to Boston Micromachines Corporation.
In order to comply with RFO 5.101(c)(4)(vii), the reason for lack of competition is as follows: Boston Micromachines Corporation is the only vendor capable of providing the required 137-actuator Micro-Electromechanical Systems (MEMS) Deformable Mirror (DM) to support research and development of new Electro-Optical/Infrared (EO/IR) sensing capabilities for hypersonics at the KHILS Laboratory. Please see attachment to this notice for additional details.
This Notice of Intent is NOT a request for competitive quotes or proposals. A determination by the Government for the competition of this requirement based upon responses to this notice is solely within the discretion of the Government. All responsible sources or authorized distributors may submit a capability statement that meets all the requirements in the attached Minimum Requirements Document (MRD) dated 1 June 2026, quotation, or exception to the intent to purchase on a sole source basis, which shall be considered by the Government via e-mail to Mr. Jason B. Sav at jason.sav@us.af.mil no later than Thursday 18 June 2026 at 5:00pm Eastern Time. Only responses received by this date will be considered. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
Be advised that all correspondence sent via e-mail shall contain a subject line that reads “Notice of Intent to Award SS – Micro-Electromechanical Systems (MEMS) Deformable Mirror (DM)”. Note that e-mail filters at Wright-Patterson AFB are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe, or .zip files). Therefore, if this subject line is not included, the e-mail may not get through the e-mail filters. Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the e-mail filters at Wright-Patterson AFB.
