About this opportunity

The U.S. Geological Survey intends to issue a sole source award to Thermo Electron North America LLC for ELEMENT2 mass spectrometer maintenance services at the Geology, Energy & Minerals Science Center in Reston, Virginia. This is not a competitive procurement but rather a notice of intent to award based on the proprietary nature of the equipment, as Thermo Electron maintains exclusive control over all materials, replacement parts, electronic board designs, software architecture, and service capabilities for their instruments. The agency justifies the sole source approach by stating that no other authorized sources exist for parts, software, or trained service engineers, and Thermo Electron does not support dealers or resellers. Interested parties may submit capability statements via email to Jenna Dunning at jmdunning@usgs.gov by 4:30 PM ET on July 19, 2025, though the government retains sole discretion in determining whether to compete the contract based on responses. The anticipated contract award date is July 20, 2025, and vendors must be registered in SAM.gov to be eligible for award.

This procurement does not utilize any set-aside designations and operates under NAICS code 811210 (Electronic and Precision Equipment Repair and Maintenance) with a size standard of $34 million. Thermo Electron North America LLC in West Palm Beach, Florida, is identified as the intended sole source contractor given their proprietary ownership of the mass spectrometer technology and exclusive manufacturing capabilities. The contract will be structured as a firm fixed-price purchase order under FAR 13.106-1(b) authority with a performance period running from July 1, 2025, through June 30, 2026. While no specific contract value is disclosed in the notice, the procurement falls under the PSC category J066 for maintenance, repair, and rebuilding of instruments and laboratory equipment. The government emphasizes that responses must be submitted in writing with clear documentation of capabilities, as verbal responses will not be accepted or considered.
