About this opportunity

The Massachusetts Air National Guard (MA ANG), through the U.S. Property Fiscal Office (USPFO) for Massachusetts, issued this Special Notice on April 6, 2026, announcing its intent to award a sole-source contract to Boston 25 News (WFXT FOX 25) in Dedham, Massachusetts. The Department of the Army National Guard is pursuing this firm-fixed-price contract for a comprehensive marketing and advertising campaign without competitive bidding. The sole-source authority is justified under Federal Acquisition Regulation (FAR) 12.102(a) based on market research indicating that Boston 25 News is the only media outlet providing the unique "Zip Trip" program format required to meet the agency's specific needs. The contract action falls under the Television Broadcasting Stations NAICS category (516120) and is classified as a support and management advertising service. This notice serves as formal notification of the government's intent to award the contract to a single source.

The primary objective of this initiative is to increase brand awareness for the MA ANG and generate recruiting leads through the contractor's "Zip Trip" summer event series. The contract encompasses a 12-month base performance period running from April 24, 2026 through September 1, 2026, with four optional 12-month renewal years, and requires deliverables including weekly live broadcast segments featuring morning news anchors, on-site tent team operations every Friday, 300,000 live-stream impressions, and a minimum of 104 exclusive 15-second promotional spots aired across multiple time blocks. All responsible sources believing they can meet the stated requirements have until April 21, 2026 to submit a capability statement for agency consideration. The government retains sole discretion to decide whether to proceed with the sole-source award or to compete the contract based on received responses. Contractors must furnish all personnel, equipment, materials, and supervision necessary to execute the campaign while complying with applicable federal regulations and DoD directives.

Notice text

1. Description of Requirement:
The U.S. Property Fiscal Office (USPFO) for Massachusetts, on behalf of the Massachusetts Air National Guard (MA ANG) Recruiting and Retention office, intends to award a firm-fixed-price, sole-source contract to Boston 25 News (WFXT FOX 25), located in Dedham, MA.

The requirement is for a comprehensive marketing and advertising campaign designed to increase brand awareness and generate recruiting leads for the MA ANG, provided in conjunction with the contractor's unique "Zip Trip" summer event series. The specific services required are detailed in the Performance Work Statement (PWS) Paragraph 5, which will be provided with any formal solicitation.

The period of performance will consist of a 12-month base year and four (4) subsequent 12-month option years.

2. Authority for Sole Source:
The proposed contract action is for a commercial service for which the Government intends to solicit and negotiate with only one source under the authority of Federal Acquisition Regulation (FAR) 12.102(a). This authority allows for restricting competition in acquisitions for commercial products and services valued at or below the simplified acquisition threshold when the contracting officer determines that only one source is reasonably available to meet the Government's requirement.

Market research has determined that Boston 25 News is the only media outlet in the Massachusetts area that provides the unique "Zip Trip" program format, which is essential to meeting the agency's needs.

3. Notice and Response:
This notice of intent is not a request for competitive quotes. No solicitation document is available at this time.

However, all responsible sources that believe they can meet the Government's requirement as stated herein may submit a capability statement, which shall be considered by the agency. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be used solely for the purpose of determining whether to conduct a competitive procurement.

Interested parties must provide clear and convincing evidence that they can meet the Government’s requirements. The capability statement must include company name, address, point of contact, CAGE code, and UEI number.

Responses must be submitted electronically to the Contracting Officer no later than 15 calendar days from the date of this publication.
