About this opportunity

The National Oceanic and Atmospheric Administration (NOAA), specifically the National Marine Fisheries Service (NMFS) West Coast Region through its Acquisition & Grants Office, published this Special Notice on April 28, 2026, announcing its intent to award a single-source contract to Southern California Marine Institute for specialized marine facility access and support services. The procurement is authorized under FAR 13.106-1(b)(1) and does not employ a set-aside. The contracting officer has determined that Southern California Marine Institute, located at 820 S. Seaside Avenue in San Pedro, California, is the sole source capable of meeting NOAA's requirements due to its unique and non-severable combination of specialized facilities and services that no other vendor in the San Pedro or Long Beach area can provide in a consolidated manner.

The primary objective of this procurement is to secure comprehensive maritime support services for NMFS operations, including small boat storage (accommodating vessels up to 28 feet in length), a certified dive locker facility with air compressor capabilities, secure equipment storage of at least 100 square feet with laundry access, a wet laboratory facility of at least 20 square feet, and affiliate membership to the facility. The base contract period runs from July 1, 2026 through June 30, 2027, with four optional one-year renewal periods extending through June 30, 2031. Interested firms that believe they can meet the government's requirements must submit substantiating documentation to the point of contact within 15 days of publication (by May 13, 2026) for evaluation regarding whether to conduct a competitive procurement instead. The contractor must demonstrate at least five years of experience providing similar services to government entities or major scientific organizations, with evaluation based primarily on technical capabilities and cost. This notice represents an opportunity for other capable vendors to contest the single-source determination and potentially compete for the contract.

Notice text

***The National Oceanic and Atmospheric Administration’s (NOAA) Acquisition & Grants Office (AGO), NMFS Field Delegates, intends to negotiate, on a single source basis, under authority of FAR 13.106-1(b)(1), with Southern California Marine Institute  located in 820 S. Seaside Avenue San Pedro, California 90731 for purchase of Support Services Contract to include small boat storage, dive locker facility, equipment storage, laboratory facility, with membership and other access.

***The single source determination is based on NOAA’s requirement that Southern California Marine Institute is the only vendor that meets our specific needs, as it provides a unique and non-severable combination of specialized facility space and mission-critical storage. This requirement demands the simultaneous availability of secure maritime storage for vessels and equipment alongside a certified dive locker and wet laboratory at a single location. Because no other facility in the San Pedro or Long Beach area offers these highly specific technical services and storage capabilities in a consolidated manner, Southern California Marine Institute is the only source capable of satisfying the government’s operational requirements for the NMFS West Coast Region.

The Period of Performance includes the Base Year (July 1, 2026, through June 30, 2027), followed by four one-year Option Periods through June 30, 2031.

***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
