About this file
This is a Single Source Determination document authorizing the use of simplified acquisition procedures for a contract action with the Southern California Marine Institute (SCMI).
The National Marine Fisheries Service (NMFS) West Coast Region requires a comprehensive suite of vessel and science-related services to support small boat operations, underwater diving operations, equipment storage, and scientific laboratory needs within reasonable driving distance (less than 30 minutes) of 501 W. Ocean Boulevard, Long Beach, California. The five required services are: (1) boat storage accommodating a 28-foot center console vessel with trailer and 24/7 access; (2) dive locker facility with air compressor capabilities for SCUBA tank filling and 24/7 access; (3) equipment storage and basic laundry access including 100 square feet of secure indoor storage, running water for equipment rinse, washer and dryer access, and air drying space with 24/7 availability; (4) wet laboratory facility with 20 square feet of dedicated space, hard countertop, running water, and sink; and (5) Southern California Marine Institute Consortium affiliate membership with no voting rights and reduced facility privileges. The determination supports SCMI as the sole source because no other vendor within the geographic area offers all required services in a single location. Market research identified multiple private companies specializing in individual services (boat storage, dive lockers, or lab space), but none provide the complete integrated solution. SCMI is described as a strategic alliance of 25 major universities, colleges, and foundations in Southern California, including nine California State University System institutions, University of Southern California, UCLA, and nine community colleges. The document is signed by the Contracting Officer (Heather Mahle) and includes certifications from the Contracting Officer's Representative (Austin Diaz) and the Assistant Regional Administrator (Tancy Mill), all dated 4/10/26. Contact for SCMI is Beverly Lynch at Beverly.Lynch@csulb.edu, 820 S. Seaside Avenue, San Pedro, California 90731, (562) 985-3172, www.scmi.net.

1. Agency and contracting activity. Department of Commerce, Fisheries OMB Field Delegates and WCR) and NMFS, West Coast Region.
2. Description of supplies or services required to meet agency needs (including the estimated value).
The NMFS WCR requires a variety of vessel and science related services to support small boat operations, underwater diving operations, equipment storage, and scientific laboratory needs. We require a comprehensive service solution to increase both the efficiency and efficacy of our field operations. All the services described below should be provided in one general location within reasonable driving distance (< 30 minutes) of 501 W. Ocean Boulevard, Long Beach, California.
The WCR conducts field operations to support listed species recovery, habitat conservation, marine mammal and listed species stranding response, and natural resource damage assessment pursuant to our statutory and regulatory responsibilities under the Endangered Species Act, Marine Mammal Protection Act, Magnuson-Stevens Fishery Conservation and Management Act, and the Comprehensive Environmental Response, Compensation, and Liability Act. NMFS WCR maintains and implements a small boat and diving program to support our living marine resource stewardship responsibilities. In addition, WCR staff routinely respond to marine mammal and listed species entanglements and stranding events.

4. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
□ Other - Only one source is capable -
Only one source can provide the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized. The only available vendor that was found capable of providing all the services described in the statement of work is the Southern California Marine Institute. No other suitable government-controlled, owned, or leased space is available to provide all the services outlined in the statement of work.
The Southern California Marine Institute (SCMI) consortium represents a strategic alliance of 25 major universities, colleges, and foundations in Southern California, nine universities from the California State University System representing the Ocean Studies Institute (Channel Islands, Dominguez Hills, Fullerton, Long Beach, Los Angeles, Northridge, Pomona, San Bernardino and San Marcos) and the combined marine resources of the University of Southern California, Wrigley Institute for Environmental Studies, University California Los Angeles, Occidental College, Los Angeles Community College District comprised of nine community colleges (Los Angeles City College, East Los Angeles College, Los Angeles Harbor College, Los Angeles Mission College, Los Angeles Pierce College, Los Angeles Southwest College, Los Angeles Trade-Tech College, Los Angeles Valley College, and West Los Angeles College), Pasadena City College, The Bay Foundation, NOAA National Marine Fisheries Service West Coast Region, and California Science Center Foundation.
5. Market Research.
An extensive internet search for comparable facilities within reasonable driving distance (< 30 minutes) of 501 W. Ocean Boulevard, Long Beach, CA was conducted. The area is home to several private companies that specialize in boat storage, several private companies that offer dive lockers, and handful of private lab spaces for rent. However, none of these facilities offered all three of these amenities in one single space. Only SMCI has all these capabilities.
The complexity, experience, and urgency require NMFS to use SCMI for this contract opportunity.
