About this file
This is a Statement of Work for professional services to support the National Oceanic and Atmospheric Administration's National Marine Fisheries Service (NMFS) West Coast Region. The contract requires a comprehensive marine facility solution located within 30 minutes of Long Beach, California, to support vessel operations, diving programs, equipment storage, and scientific research activities related to listed species recovery, habitat conservation, marine mammal stranding response, and natural resource damage assessment.
The contractor must provide five primary services at a single consolidated location: (1) trailer and small boat storage (approximately 28 feet in length) with 24/7 access; (2) a dive locker facility with air compressor capabilities for SCUBA tank fills with 24/7 access; (3) secure indoor equipment storage of at least 100 square feet with 24/7 access, running water for equipment rinsing, and washer/dryer access; (4) a dedicated wet laboratory facility of at least 20 square feet with hard countertop, running water, and sink access; and (5) an affiliate membership to the facility with no voting rights and reduced privileges. The Period of Performance spans a base year from July 1, 2026 through June 30, 2027, with four optional one-year renewal periods extending through June 30, 2031. The contractor must demonstrate at least five years of experience providing similar services to government entities or major scientific organizations, with evaluation based primarily on technical capabilities, equipment, storage capabilities, and cost, and secondarily on demonstrated support for marine research and regional collaboration experience. The single-source award to Southern California Marine Institute indicates this facility uniquely meets NMFS's requirement for a non-severable combination of specialized maritime storage, certified dive operations, and laboratory services at a single consolidated location.
