About this opportunity
The Department of Homeland Security (DHS), U.S. Immigration and Customs Enforcement (ICE), Office of Acquisition Management is soliciting proposals for the Intensive Supervision Appearance Program (ISAP) V, which provides community-based supervision and monitoring services for immigrants in removal proceedings as an alternative to detention. The comprehensive program requires contractors to provide GPS ankle and wrist monitoring devices, biometric reporting systems, case management services, court tracking, home and office visits, and technology infrastructure with 24/7 monitoring capabilities across multiple site types including contractor offices, government offices, and technology-only locations. Contractors must maintain sophisticated electronic monitoring equipment with 99.999% system reliability, provide mobile applications with facial recognition capabilities, and ensure staffing ratios of no more than 40 participants per Case Specialist while conducting monthly visits and maintaining six points of contact per participant. Proposals will be evaluated using a best value tradeoff approach with prior experience being the most important factor, followed by technical scenarios and price, with non-price factors significantly more important than price. The original proposal due date of September 1, 2025 has been extended to September 2, 2025 at 11:00 AM ET through Amendment 0001.
This solicitation does not utilize any set-aside designations and is open to all qualified businesses under NAICS code 561210 with a small business size standard of $47 million. The contract structure is a two-year Firm-Fixed Price Indefinite Delivery Indefinite Quantity (IDIQ) arrangement with a total value ranging from $4 million to $2 billion, consisting of two one-year ordering periods from October 2025 through September 2027. Current program statistics indicate approximately 25 average daily enrollments as of July 2025, with participant tracking distributed across 16% ankle-worn devices, 1% wrist-worn devices, and 83% biometric monitoring. The contractor will operate across nationwide locations detailed in the Location Overview attachment, which identifies over 70 sites with capacities ranging from 250 to 3,300 individuals across multiple states and regional offices. Performance will occur primarily in Washington, DC, with nationwide service delivery requirements, and the government intends to award a single IDIQ contract with a four-month transition period for any new contractor.
