Government Responses to Offeror QuesƟons Intensive Supervision Appearance Program V
SolicitaƟon 70CDCR25R00000018 August 25, 2025
QuesƟons submiƩed by offerors have been summarized for brevity and quesƟons of the same nature have been consolidated.
1. Proposal Due Date
QuesƟon Will the proposal due date be extended due to the Government holiday?
Response Yes, the solicitaƟon due date has been revised to allow one addiƟonal day.
2. T-Sites
QuesƟon AƩachment 7 concerns C sites, G sites and S sites, and their total capacity. T sites, which DHS has previously indicated are more flexible in capacity are not menƟoned. What are current figures for T site capacity? Does the Government intend to expand T site capacity, and if so to what level?
Response ParƟcipant capacity does not apply to T-sites. The T-site count as of 7/13/25 is 23,501. With regards to intenƟons, the Government expands and contracts on an as-needed basis based upon viable populaƟon, immigraƟon trends, and administraƟve prioriƟes.
3. Program Expansion
QuesƟon Given repeated menƟon of expansion, has DHS policy evolved towards the expansion of the ISAP V program to encompass the enƟre non detained docket in line with applicable law, specifically SecƟon 224, clause (3), of the 2026 Department of Homeland security appropriaƟons bill:
“The Secretary of Homeland Security shall allocate amounts… to ensure that every alien on the non-detained docket is enrolled into the AlternaƟves to DetenƟon Program with mandatory GPS monitoring throughout the duraƟon of all applicable immigraƟon proceedings (including any appeals) and unƟl removal, if ordered removed.”
Response With regards to intenƟons, the Government expands and contracts on an as-needed basis based upon viable populaƟon, immigraƟon trends, and administraƟve prioriƟes.
4. Admin Assistants
QuesƟon Although "Admin Assistant" is idenƟfied on this schedule, will the Government allow costs related to the "Admin Assistant" to be captured along with "Program Managers" on the ODCs worksheet?
Response Yes. The solicitaƟon does not restrict this approach.
5. Telephonic ReporƟng
QuesƟon The Government has removed the requirement for a mulƟ-lingual telephonic voice reporƟng/verificaƟon reporƟng system in AƩachment 1, but AƩachment 15 (SOW) includes alert excepƟon requirements around voice reporƟng. Can the Government please confirm that this technology service is no longer required?
Response Telephonic voice reporƟng/verificaƟon reporƟng system has been removed in its enƟrety. The language was included in error and has been removed in the revised AƩachment 15 - SOW.
6. Confidence RaƟngs
QuesƟon Can the Government clarify what will qualify as “Low Confidence” Response Confidence raƟngs are a holisƟc approach to evaluaƟon and there is no pre-determined matrix for what proposal qualiƟes will translate to a parƟcular confidence assessment.
7. AddiƟonal Submission Materials
QuesƟon Would the Government allow a cover leƩer to be submiƩed as part of the proposal package and either excluded from the page limits or provided with its own page limit?
Response No. AddiƟonal material beyond what is prescribed in SolicitaƟon SecƟon L will not be evaluated.
8. IDIQ Ordering
QuesƟon The solicitaƟon states "[t]he maximum period of performance for this indefinite delivery indefinite quanƟty (IDIQ) contract vehicle is two years, excluding opƟon clause FAR 52.217-8. The chart references Ordering Periods 1 and 2. Can the Government confirm that the period of performance is one-year with a one-year opƟon period and that the Government has no obligaƟon to order anything in either year, nor do they have to renew the contract for a second year?
Response There are 2 ordering periods (each of one year) plus the FAR 52.217-8 opƟon.
The Government will order at least the IDIQ minimum under secƟon G.
9. Back Plate Color
QuesƟon On aƩachment 1, the GPS TransmiƩer Tracking SpecificaƟons, Physical CharacterisƟcs states, "The transmiƩer shall have a bright colored back plate."
Can the Government confirm this requirement?
Response The bright colored back plate has been removed from this requirement. Please see the revised AƩachment 1.
10. ECMS
QuesƟon What is the average number of clients on ECMS per C-Site?
Response The average number of parƟcipants on ECMS is 4 per C-site. Currently, there are less than 20 parƟcipants assigned to ECMS naƟonwide at this Ɵme
11. LocaƟon Overview and Wage DeterminaƟons
QuesƟon Some locaƟons names were truncated on aƩachment 7 and it’s unclear which wage determinaƟon applies to each locaƟon. Can the Government please clarify and provide an excel version?
Response Yes. Please see the revised aƩachment 7, which now contains the corresponding wage determinaƟon number, county, and state, and revision.
12. SCA Labor AllocaƟon QuanƟty
QuesƟon On the X002 Labor Tab, there is currently no allocaƟon quanƟty input, which results in the calculated labor costs in Column E overstaƟng the salary/wage impact for the SCA posiƟons that then carries over to the Summary Tab under each CLIN. Will ICE add an allocaƟon quanƟty input, similar to the X002 ODCs tab or update the formulas on the Summary Tab in Column F?
Response No. The total labor cost represents the direct labor cost to provide one unit of the service. The allocaƟon quanƟty, if included, would be “1” and not change the calculated total.
13. Alert Management QuanƟƟes
QuesƟon a. Will the Government confirm that the total Unit QuanƟty Per Day is accurate:

b. Is it ICE's expectaƟon that this volume, if clarified as accurate, will require some form of alert management on this total number of events projected?
Response Please note the numbers listed are quanƟƟes and not dollars. The quanƟƟes are esƟmated parƟcipant days needed to monitor our max populaƟon level. These quanƟƟes are for alert management.

16. Personnel Clearances

Response Yes.
17. Future ExpectaƟons
QuesƟon Please specify the target monthly enrollments (naƟonwide) the Government contemplates under ISAP-V during months 1–6 aŌer award, and whether rollout will be phased by AOR. If phased, provide the intended sequence or allocaƟon by Field Office.
Response With regards to intenƟons, the Government expands and contracts on an as-needed basis based upon viable populaƟon, immigraƟon trends, and administraƟve prioriƟes. The transiƟon requirement is 4 months. Currently, Average Daily Enrollments as of 7/13/25 is about 25.
18. Enrollment Percentages
QuesƟon For months 1–6 post-award, what target percentage of new enrollments does the Government intend to place on GPS ankle, mobile app, voice, etc.? Please indicate any minimum floor for GPS in the iniƟal period in order to allow reasonable inventory projecƟons to be made.
Response With regards to intenƟons, the Government expands and contracts on an as-needed basis based upon viable populaƟon, immigraƟon trends, and administraƟve prioriƟes. Current mix is approximately 16% ankle worn, 1% wrist-worn, 83% biometric. Be advised, we can’t predict future percentages as it is based upon Government need, enrollment trends, and administraƟve prioriƟes.
19. Supervision PrioriƟes
QuesƟon Please confirm whether, for purposes of this solicitaƟon, the Government intends an ‘ankle-first’ approach for new intakes, with subsequent step-down based on compliance/risk, and whether any statutory direcƟve informs this approach.
Response With regards to intenƟons, the Government expands and contracts on an as-needed basis based upon viable populaƟon, immigraƟon trends, and administraƟve prioriƟes. Currently, Government intends to prioriƟze body-worn devices.
20. Performance Metrics
QuesƟon Please state the enrollment SLA (from tasking to parƟcipant enrolled) and the expected device install Ɵme per parƟcipant, including any max backlog allowed per S site.
Response This is not a performance metric under the program.
21. IniƟal Task Order
QuesƟon Will an iniƟal task order be issued at award with specific parƟcipant and modality targets by AOR? If so, please provide the contemplated quanƟƟes.
AddiƟonally, what is the standard lead Ɵme between a task-order request and parƟcipant on-boarding at scale? Please disclose any maximum monthly ramp per order the Government expects (e.g., enrollments/month).
Response Yes, specifics will be provided at the contract award. AƩachment 7 provides locaƟon and max capacity. Average Daily Enrollments are about 25. This informaƟon is as of 7/13/25.

22. Device Ownership
QuesƟon Who owns monitoring devices and peripherals under ISAP-V? Are purchases reimbursed, and if so at what Ɵming and documentaƟon? Please state, in addiƟon to the allowable spares (% of acƟve), the risk-of-loss allocaƟon for damaged/unreturned devices.
Response Contactor owns the devices and peripherals under ISAP V. The Government does not dictate an allocaƟon for damaged/unreturned devices.
23. Contract Type
QuesƟon Will the Government issue mulƟple awards?
Response No. The anƟcipated contract type to saƟsfy the Government’s requirement is a single award IDIQ contract.
24. Government Requirements
QuesƟon Will the Government make broad and non-specific changes to the requirements documents?
Response The Government cannot consider non-specific requests for changes to the requirements at this Ɵme. The requirement has been shaped based on the current needs of the Government.
25. EvaluaƟon Criteria
QuesƟon Will the Government add different evaluaƟon criteria?
Response No. The evaluaƟon factors have been tailored to the acquisiƟon in order to meet the needs of the Government.
26. Case Management and Mobile App Deliverables
QuesƟon In relaƟon to SecƟon 7.0 Tasks and Deliverables, the requirements of tasks 2 and 3 state that these implementaƟons be delivered "Annually within 60 days of exercising contract renewal opƟon or at the direcƟon of CO". Could the Government please clarify the requirement for a newly awarded vendor?
Response The Review/Update period has been revised to remove annual reoccurrence.

27. Price EvaluaƟon
QuesƟon Please clarify how the Government intends to evaluate price.
Response Price evaluaƟon will be conducted in accordance with the solicitaƟon and FAR part 15 procedures.
28. TransiƟon Plan
QuesƟon What are the Government’s requirements for the transiƟon process?
Response A transiƟon plan submission has been added as a deliverable aŌer award in secƟon 7.0 of the revised AƩached 15 SOW.
29. TransiƟon DuraƟon
QuesƟon When must transiƟon be completed?
Response TransiƟon must be completed within four months of contract award.
30. Monitoring System Architecture
QuesƟon The Monitoring System Architecture secƟon states that the “Contractor shall provide informaƟon on monitoring system architecture prior to the award of the contract, to include the hardware, soŌware and power source(s).” Please clarify where offerors should include this informaƟon in their proposal as it does not seem to fit into prior experience or the technical scenarios.
Response AƩachment 1 revised to clarify this requirement is due aŌer award but prior to the contractor assuming full performance.
31. Tradeoff Analysis
QuesƟon How will the Government determine a 'tradeoff analysis' and 'best value'?
Response The tradeoff analysis will consider the evaluaƟon factors idenƟfied in the solicitaƟon and be conducted in accordance with SolicitaƟon secƟon M.3.
32. Confidence RaƟngs
QuesƟon Which factors receive confidence raƟngs?
Response Prior Experience and Technical Scenarios.
33. CompeƟƟve Range
QuesƟon Could the Government please clarify eliminaƟon from the compeƟƟve range?
Response The Government may determine that the number of most highly rated proposals that might otherwise be included in the compeƟƟve range exceeds the number at which an efficient compeƟƟon can be conducted, and thus eliminate one or more proposals on that basis.
34. Teaming
QuesƟon Will the Government evaluate offers from a team of offerors (i.e. prime offeror and subcontractors) that can collecƟvely demonstrate prior experience and capacity that can meet and exceed the Government's needs?
Response Yes. The solicitaƟon does not prohibit this approach.

QuesƟon Will the Government share any overlap of services or allow integraƟon of exisƟng devices with the outgoing contractor may have with the incoming contractor?
Response Contractor to Contractor arrangements are outside the purview of the Government.
39. QASP
QuesƟon Will the Government revise the QASP to clarify how performance under each item will be assessed and how the amount withheld or deducted will be calculated? For example, is the 10% withholding allowed under item 2 calculated as up to 10% of the total contract value for the given month; or up to 10% of the contract value for a given site for the given month?
Response No. The QASP states Withhold or DeducƟon if AQL is not met. % of total monthly invoice.
40. DeducƟons
QuesƟon What is the service charge that is referenced as the deducƟon for items 5, 6 and 7?
Response The service charge is the cost for the service being requested by the Government (i.e. Program Enrollments, Residence VerificaƟon, or Home Visits)
