About this opportunity
The Federal Highway Administration (FHWA), on behalf of the Office of the Assistant Secretary for Research and Technology Intelligent Transportation Systems Joint Program Office, is conducting market research to identify organizations capable of providing comprehensive Intelligent Transportation Systems (ITS) Multimodal Standards Development, Maintenance, and Support Activities, with responses due May 13, 2026 at 2:00 PM Eastern Time.
This is a Sources Sought Notice for informational and planning purposes only; responses do not commit the government to solicit or award a contract, and the government will not reimburse response costs. The FHWA seeks contractors able to develop non-proprietary, consensus-based mobility standards that enable ITS technology integration across multimodal transportation systems, including evolution of existing standards and creation of new standards. Required capabilities span Standards Development & Maintenance, Consensus & Stakeholder Management, Technical Validation, and Strategic Coordination. Specific mobility standards areas include Complete Trips, Complete Streets & Path Continuity, Digital Curb Interfaces, Multimodal Service Integration, Center-to-Center (C2C) Interoperability, and Center-to-Traveler (C2T) Communications. Contractors must demonstrate expertise in ITS standards lifecycle management using both waterfall and agile methodologies, verification and validation processes, consensus-based stakeholder engagement, developer support and education, and specific technical knowledge in Digital Curb Management (MDS/CDS), V2X, Vehicle Automation, and multimodal mobility services. The anticipated contract structure will employ an IDIQ-style format allowing multiple task orders. Responses must be submitted electronically in PDF format not exceeding 15 pages to malik.arnold@dot.gov and daniel.confer@dot.gov.
