About this opportunity
The Federal Highway Administration's Intelligent Transportation Systems Joint Program Office is soliciting proposals to establish up to five operational pilot deployments replicating integrated transportation and healthcare technology solutions developed by the ITS4US Deployment Program, with proposals due January 11, 2027 at 9 AM Eastern Time and questions due November 4, 2026.
This is a Broad Agency Announcement with no set-aside restriction. The government anticipates awarding up to five contracts valued at $325,000 each over an 18-month period of performance, for a total program value of $1.625 million. Awards are anticipated by March 2027.
Each awardee must replicate or expand Health Connector components—specifically MOD-EHR, MOD-Medicaid, or HC-Kiosk functionality—from the ITS4US HIRTA Health Connector deployment. All software enhancements developed under federal funding must be published as open-source code in the USDOT ITS CodeHub. Work is performed at the contractor's facilities.
Eligible offerors include States, local governments, universities, non-profits, and private organizations registered in SAM.gov. Proposers must establish a mandatory team structure comprising three roles: Mobility Services Operator (transportation scheduling and services), Healthcare Partner (electronic health records and patient support), and Software Integrator (middleware implementation). A Medicaid Transportation Broker role is optional.
Each proposal must include a one-page Proposal Summary template (mandatory, non-responsive if omitted), Volume I Technical Proposal (15-page limit), and Volume II Price Proposal. Deliverables include an Operational Concept Plan (4 months), open-source code and documentation (15 months), Draft Demonstration Plan (10 months), Final Demonstration Plan (13 months), system acceptance demonstration (no later than 12 months), operational deployment for a minimum three months, and a Lessons Learned and Impacts Report (16 months). Three Key Personnel positions—Deployment Lead, Systems Engineering Lead, and Project Management Lead—require prior written Contracting Officer approval for changes. The government provides technical support including 6–12 virtual meetings, weekly office hours transitioning to biweekly, and cohort collaboration. NAICS code is 541715; PSC is AS13.
Notice text
The Intelligent Transportation Systems (ITS) Joint Program Office (JPO) looks to accelerate the replication of innovative technology solutions developed by large-scale deployment projects that it sponsors. ITS JPO believes that successful demonstration of these solutions by multiple agencies validates the technology's maturity and readiness for broader implementation across the industry.
The purpose of this Broad Agency Announcement (BAA) is to award up to five (5) operational pilots that will test integrated technology solutions developed and deployed by the ITS4US Deployment Program. Each awardee will develop, test, and deploy solutions modeled on ITS4US deployment project documentation and its associated open-source software. In addition, the awardees will form a deployer cohort where they receive USDOT-funded technical support designed to accelerate implementation. Awardees can build faster, better, and cheaper by launching related efforts together, and use the insight of peers who have recently succeeded in addressing similar challenges.
