About this opportunity
The U.S. Department of Transportation Federal Highway Administration (FHWA), on behalf of the Intelligent Transportation Systems Joint Program Office (ITS-JPO), is conducting market research through this Sources Sought Notice to identify organizations capable of providing comprehensive Intelligent Transportation Systems (ITS) Infrastructure Standards Development, Maintenance, and Related Activities. The government seeks contractors who can develop new standards, update and evolve existing standards, and maintain ITS standards across multiple technical areas including NTCIP, Traffic Management, Advanced Transportation Controllers, Connected Transportation Interoperability, and Connected Intersections Implementation. Key qualifications and requirements include the ability to employ systems engineering processes, conduct testing of standards before and after publication, provide program management, manage stakeholder engagement with state and local transportation agencies and industry experts, and establish diverse expert working groups using transparent and consensus-based development processes. The contractor must also be capable of implementing formal balloting and publishing procedures recognized by automotive and cyber industries, and provide standards on fair, reasonable, and nondiscriminatory (FRAND) terms. Responses to this Sources Sought Notice are due by February 12, 2026, and must not exceed 15 pages, including a cover page with company information, business size designation, relevant contract numbers, and a capability statement.
This is a pre-solicitation notice with no set-aside designation, and the government has not disclosed any incumbent contractors, potential award values, or budget ranges at this time. The notice is strictly for informational and market research purposes and does not commit the government to issuing a formal solicitation or awarding a contract. The respondents should understand that responses are not offers and cannot be accepted to form a binding contract, and the government will not reimburse any costs incurred in responding to this notice. Although specific numerical details regarding contract value, timeline, or service period have not been provided, interested organizations are encouraged to submit feedback on the scope and commerciality of the requirement, which will inform the government's future solicitation strategy. Organizations are also advised that not responding to this Sources Sought Notice does not preclude their participation in any future RFP that may be issued.
