About this opportunity

The U.S. Army Contracting Command-Detroit Arsenal and U.S. Army Intelligence and Security Command are conducting market research for Intelligence and Automation Operations services supporting the Intelligence Community through this Request for Information. The procurement will consolidate intelligence automation support and intelligence operation support services into comprehensive IT and intelligence services across six task areas, including cross-domain solutions, data management, systems integration, artificial intelligence integration, cybersecurity, cloud engineering, and mission support. Contractors must possess facility security clearances and personnel with TS/SCI clearances to operate in classified environments supporting the Army Intelligence Data Platform and Next Generation Command and Control framework. The RFI requests detailed technical responses across IT services, intelligence and data services, and coordination and training domains, along with a three-page capabilities statement addressing 13 specific questions about business qualifications, clearances, and operational capabilities. Interested vendors must submit their responses by 9:00 AM EST on September 24, 2025, to Christina.l.cano-dickey.civ@army.mil, though this RFI is for planning purposes only and does not guarantee future procurement action.

The future solicitation will be structured as a small business set-aside contract supporting the Ground Intelligence Support Activity's Data Capabilities Division. The total estimated contract value is $53 million, consisting of a 12-month base period followed by four 12-month option periods for a potential five-year performance timeline. The procurement represents a transition from previous cost-plus-fixed-fee arrangements to a firm-fixed-price, level-of-effort structure to provide greater cost predictability and budget control. This acquisition will consolidate two existing task orders currently supporting intelligence automation and operations services. Market research has confirmed a competitive vendor pool exists that can meet the complex technical and security requirements for this intelligence-focused procurement requiring specialized personnel with high-level security clearances.
