About this opportunity
The Department of the Air Force Materiel Command Lifecycle Management Center (AFLCMC/HNCD) intends to solicit a Multi-Award Indefinite-Quantity Indefinite-Delivery (IDIQ) contract for development, fielding, and sustainment of an enterprise-wide systems-of-systems platform for the Integrated Defensive Cyberspace System (IDCS) Secure Platform Architecture for Real-Time Threat Analysis and Network Defense (SPARTAN), with an RFI response deadline of September 29, 2025. No set-aside is anticipated.
Work will be performed primarily on-site in San Antonio, Texas, with approximately 75 percent of labor at that location. Contractors must hold a Facility Clearance at the TS/SCI level, and all personnel accessing classified information must possess appropriate individual clearances and maintain a Common Access Card (CAC) or External Certificate Authority (ECA) certificate for system access.
The platform will consolidate existing cyber weapon systems—including Air Force Cyber Defense (ACD), Cyberspace Defense Analysis (CDA), and Cyberspace Vulnerability/Hunter (CVA/H)—into a unified, modular, resilient, cloud-based architecture. Key capability areas span cloud services, agile software engineering, DevSecOps, cybersecurity operations, data management, system integration, command and control support, enterprise architecture, testing and validation, and program governance. The government seeks vendors demonstrating rapid delivery, adaptive execution, advanced analytics and AI/ML integration, and compliance with DoD standards including CMMC Level 3.
The RFI process concluded as of May 11, 2026. The government determined that a viable and competitive procurement path exists through established General Services Administration contract vehicles and has decided to leverage these existing vehicles to fulfill the requirement in alignment with Executive Order 14240 procurement consolidation directives. Consequently, no follow-on RFI activities, meetings, or subsequent Request for Proposal will occur.
