About this opportunity
The Defense Threat Reduction Agency (DTRA) issued a Request for Information (RFI) on November 14, 2025, seeking market research on integrated communications and digital adoption support services. The procurement focuses on developing strategic communications products, multi-media technical materials, and stakeholder engagement support to facilitate technology adoption and digital transformation across the agency. Key requirements include producing visual aids such as infographics, explainer videos, interactive dashboards, and training materials that translate complex technical concepts for non-technical audiences, with all materials requiring Section 508 compliance. Contractors must possess top secret security clearance, demonstrate knowledge of Department of Defense initiatives, and be capable of supporting leadership briefings, workshops, and strategic communication efforts. The RFI closing date was December 1, 2025, with responses to be submitted in writing only; however, this notice serves as market research only with no obligation for the government to issue a solicitation or make a contract award, and responses will not be considered adequate submissions to any future formal solicitation.
This pre-solicitation notice carries no set-aside designation, and no incumbent contractor or potential award value is identified in the available documentation. The contract will be performed primarily at DTRA's facility at Fort Belvoir, Virginia, with potential for remote work using government-furnished equipment and possible travel to locations within the National Capital Region, CONUS, and OCONUS destinations. The contractor will be responsible for monthly reporting and performance metrics tracking to support DTRA's Information Management and Technology Directorate mission. Vendors responding to the RFI must provide company details including CAGE code, UEI number, authorized representative contact information, suggested NAICS codes, and small business status, along with a brochure or brief description addressing the Performance Work Statement. The classified NAICS code for this procurement is 541840 (Media Representatives), and all information submitted in response to this RFI will become the property of the government.
