About this opportunity
The Defense Threat Reduction Agency (DTRA) is conducting market research through a Request for Information (RFI) to identify contractor capabilities for integrated communications and digital adoption support services. The agency seeks vendor expertise in developing multi-media communication strategies that translate complex technical concepts into understandable implementation plans, messages, and graphics for both technical and non-technical audiences. Key requirements include strategic and technical planning, creation of communication materials such as infographics and explainer videos, facilitation of workshops and leadership briefings, and monitoring of communication effectiveness to support DTRA's technology adoption and digital transformation initiatives. Respondents must submit written capabilities documentation including company details, CAGE code, UEI number, authorized representative contact information, NAICS codes, and GWAC contract information. The RFI response deadline is December 1, 2025, and this notice is published strictly for market research purposes with no obligation for the government to issue a subsequent solicitation. Evaluation will focus on demonstrating the organization's qualifications and capacity to perform the required communications support work. This is a pre-solicitation notice only; responses to the RFI will not serve as adequate responses to any future Request for Proposal.
No set-aside designations have been applied to this procurement. The government has not publicly identified any incumbent contractors or current contract holders for this requirement. No specific award value or budget range has been disclosed in the pre-solicitation notice. The contract is anticipated to commence in August 2025 and will be performed at DTRA's Fort Belvoir location with potential travel throughout the National Capital Region and CONUS/OCONUS destinations. A top-secret security clearance is required for performance of this work. While DTRA has not committed to issuing a formal Request for Proposal, the agency has indicated that after reviewing RFI responses, it may proceed with publishing an RFP and soliciting formal proposals from qualified vendors.

The Information Management and Technology (IT) Directorate’s (ITD) mission is to provide enabling and secure technologies, applications, and services anywhere and anytime to its workforce, mission partners, and external customers to effectively deliver relevant data, information, and situational awareness to successfully perform the counter WMD and emerging threats mission.
