About this opportunity

The Naval Sea Systems Command has published a Special Notice for the Integrated Combat System (ICS) MK 6 MOD X Full Rate Production, specifically for "The Foundry Hardware Factory" initiative. This announcement provides a draft Request for Proposal (RFP) N00024-25-R-5200 for the Navy's Surface Fleet hardware pipeline called "The Foundry," which will replace legacy hardware obsolescence management and technical evolution cycles and processes. The planned contract vehicle is a single award Indefinite Delivery, Indefinite Quantity (IDIQ) contract valued at approximately $1.5 billion over five years. The draft RFP is not a formal solicitation and carries no funding obligations, serving instead as a tool for gathering industry feedback. The government has released multiple rounds of questions and answers to clarify requirements and address industry concerns.

The primary purpose of The Foundry is to establish a scalable process for continuously delivering updates and upgrades to hardware and software components in shipboard combat systems across Surface Force ship-classes and land-based sites. Industry feedback on the draft RFP was initially due by November 29, 2024, with the government continuing to release updated questions and responses through June 2025. To participate and access Government Furnished Information, interested contractors must submit a current DD Form 2345 (Military Critical Technical Data Agreement) and execute a Terms of Use Agreement to demonstrate eligibility for export-controlled information. The contract scope includes hardware and software catalog management, cloud infrastructure software engineering, hardware component procurement, and engineering support services with Impact Level 5 security requirements. The initiative encompasses cybersecurity compliance, configuration management, system engineering, and technical protection architecture across multiple ship platforms and laboratory environments.
