About this file
This document is a set of Bidder's Questions and Responses related to a draft Request for Proposal (RFP) for the Integrated Combat System (ICS) MK 6 MOD X Full Rate Production (Foundry Hardware Factory) contract opportunity.
The key details are:
- The draft RFP has identified a potential contradiction regarding foreign ownership and control requirements for contractors and subcontractors performing classified work. The government has clarified that the requirement in Section L, which prohibited foreign ownership/control even with a Special Security Agreement, was a clerical error that has been revised in the updated draft RFP.
- This is a special notice for a future Navy contract opportunity to replace legacy hardware obsolescence management and technical evolution processes with a single award Indefinite Delivery/Indefinite Quantity (IDIQ) contract vehicle.
- The government is seeking industry feedback on the draft RFP by November 29, 2024, including comments, questions, and suggested revisions.
- Interested parties must submit a DD Form 2345 and sign a Terms of Use Agreement to receive the Government Furnished Information (GFI) related to this opportunity.

| Question Number: | Date Submitted: | Question Source: (RFP, attachment #, GFI title, etc.) | Page number and paragraph header from source: | Question: | Government Response: |
| 1 | 11/5/24 | Draft RFP | On page 19, paragraph 3.2, and again on page 109, Section M, subsection 1.0, | We have identified a potential contradiction in the solicitation. On page 19, paragraph 3.2, and again on page 109, Section M, subsection 1.0, the requirement states that contractors (and any subcontractors performing classified work) shall not be under foreign ownership or control unless operating under a Special Security Agreement. However, on page 91, Section L, subsection 1.0, the second paragraph under “IMPORTANT” states that offerors and subcontractors performing Secret-level work shall not be foreign owned or under any Special Security Agreement. Please confirm that the latter is only a clerical error and that offeror that is foreign owned and under a Special Security Agreement, working on Secret-level work, is eligible for award under this solicitation. We respectfully request that the government provide clarification soonest to allow for appropriate resource and budget allocation to support this solicitation. | Section L 1.0 has been revised. Please see updated draft RFP. |
