About this file

This is a Questions & Answers document containing five industry questions and government responses regarding draft RFP N00024-25-R-5200 for the Navy's Surface Fleet hardware pipeline "The Foundry."

Key clarifications include: training products will be developed using SCORM standards compatible with Navy e-Learning systems, with train-the-trainer support required for deployed hardware/software systems; this will be a single award contract with teaming agreements expected for specialized expertise; pricing instructions for all CLINs will be provided in the final RFP; a draft CSDR will be included with the final RFP; and software licensing will utilize DoN Enterprise Licensing Agreements when available, with requirements specified at the task order level. Questions were submitted between November 15-December 2, 2024, addressing topics like training deliverables, award opportunities, CLIN pricing guidance, and software procurement requirements.

111/15/24Draft RFPPage 38, Paragraph 4.7.1 (Technical Data and Computer Software Data)CLIN 0007 Product Support and Training is designated as FFP. Section C.4.7, C.4.7.3.2 and C.4.7.4 all address training and provide details on what the training should accomplish. However, what is not specified is the format training should be delivered in which normally is either instructor led classroom or Computer Based Training (CBT) in either web based or class room presentation.

Additionally, Section C.4.7.4 calls out CDRL A058 Training Development Management Plan (TDMP) which is a high-level structured plan outlining the process of identifying, designing, implementing, and evaluating the required training program. There is no mention of the several other CDRLs normally associated with the Instructional Strategy Design (ISD) process and the resultant training data products, such as Learning Objectives (LO)s, Instructional Media Design Plan (IMDP), Training Evaluation (Test Plan), Lesson Plans and Guides, to name but a few.

Should the Offeror price CLIN 0007 only to include the cost for development of CDRL A058 Training Development Management Plan (TDMP)? If the Government’s intent is for the Offeror to provide the cost for a total training program which fulfills the all the requirements called out in Section C.4.7, C.4.7.3.2 and C.4.7.4, additional requirements and training CDRLs are required. Training products will be developed based on the Sharable Content Object Reference Model (SCORM) version supported by Navy e-Learning allowing for data reuse, accessibility, Interoperability, durability, and integration into the Navy Knowledge Online (NKO) Learning Management System (LMS). The contractor will be required to support train-the-trainer events covering the fully deployed hardware and software system products.

Additional training CDRLs were omitted in order to create an agile workplace by intentionally paying for effort capacity and progress towards achieving the goals vice providing deliverables. The Government will review the training CDRL list and make adjustments prior to the final RFP release. If there are specific CDRLs which would be an exception to this recommended way forward, please notify the Government.

It is recommended the offeror price the CLIN with the cost to fulfill the requirements called out in SOW section 4.7.4 Training and Training Support. If additional requirements and CLINs are needed, please provide specific verbiage to the Government for consideration.

211/29/24Draft RFPPage 94, Section L 1.6The Draft RFP specifies that this a single award. Are there other potential award opportunities planned to cover other aspects presented during the PEO IWS X Hardware Factory Industry Day event ?Other opportunities will be presented at various stages within the product(s) lifecycle. The intent for this RFP is a single award; however, the Navy is expecting teaming agreements where certain performers specialize in a particular area of expertise.
311/29/24Draft RFPPage 21, SOW 3.8The tasks outlined in section 3.8 are applicable to all CLINs. Is there any guidance on how to price it against the FFP CLINs? Should the efforts be evenly spread across all the guaranteed CLINs?Pricing instructions for all CLINs will be provided with the final RFP.
411/29/24Draft RFPPage 22, SOW 3.8.1Will a draft CSDR be provided for review? Depending on the contents, it will dictate the level of reporting needed.A draft CSDR will be provided with the final RFP.
512/2/24Draft RFPPage 26, Paragraph 5, 4.2 CLIN 0002 Computing Infrastructure Commercial/Non-Commercial Software Procurement; FFPWe seek too add the following text to further clarify the following requirement of licensing compliance with FAR 51.01

In the context of Total Evaluated Price is it the governments intent to leverage theDON Enterprise Licensing Agreement/DOD Enterprise Software Initiative Program Pursuant to DoN Memorandum – Mandatory use of DoN Enterprise Licensing Agreement (ELA) dated 22 Feb 12, contractors that are authorized to use Government supply sources per FAR 51.101 shall verify if the product is attainable through DoN ELAs and if so, procure that item in accordance with appropriate ELA procedures. If an item is not attainable through the DoN ELA program, contractors shall then utilize DoD Enterprise Software Initiative (ESI) program (see DFARS 208.74) and government-wide SmartBuy program (see DoD memo dated 22 Dec 05). The contractor shall ensure any items purchased outside these programs have the required approved waivers as applicable to the program. Software requirements will be specified at the task order level. Yes, the Navy will purchase software licenses through established DoN ELAs when they are available. The DoD ESI recommends ELAs to get favorable pricing on commercial services. The Navy is interested in understanding terms and conditions (volume discounts, tiered pricing, price protection, true forward strategy, etc.) and license optimization to ensure software pricing remain sustainable over the contract term.
