About this opportunity

The Department of the Air Force Special Operations Command is seeking contractors for an Integrated Base Defense Security Systems (IBDSS) Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract to provide comprehensive electronic security, physical security, and surveillance-type deliverable products and services. The scope encompasses the full lifecycle of security system delivery and support, including design, procurement, installation, maintenance, and technical support for access control systems, intrusion detection systems, video management systems, and other advanced security technologies. Contractors must have key personnel with specific certifications including Honeywell Vindicator, Hirsch Velocity, PSG VICADS, and SECRET clearance capabilities. The evaluation will use a tradeoff source selection procedure with equal weighting given to technical acceptability, past performance, and price factors. Critical deadlines include the proposal submission due date of August 8, 2025 at 1400 CDT, with Past Performance Questionnaire submissions required five working days prior on August 1, 2025.

This procurement is designated as a 100% small business set-aside with a NAICS code of 561621 (Security Systems Services) and a size standard of $25 million. The overall IDIQ contract ceiling is estimated at $25 million over a five-year ordering period from September 30, 2025 to September 29, 2030, with funding determined at individual task order levels. The government intends to award two contracts, with each awardee receiving a guaranteed $2,500 Post-Award Conference delivery order to satisfy the minimum order requirement, though no additional task orders beyond this are guaranteed. The primary place of performance is Hurlburt Field, Florida, with the initial task order focusing on installing Vindicator Intrusion Detection Systems and Hirsch Access Control Systems in Building #91650 for the 23rd Special Tactics Squadron. Approximately 50% of the projected support work will involve classified facilities, including Sensitive Compartmented Information Facilities (SCIFs) and special access programs.
