About this file
This Statement of Work (SOW) details the installation of a Vindicator Intrusion Detection System (IDS) and Hirsch Access Control System (ACS) for the 23rd Special Tactics Squadron at Hurlburt Field, Florida, to be completed by 11 April 2025. The project involves installing comprehensive security systems in specific rooms (1238, 2024, 2014, 2031, 2027) of Building #91650, with equipment including IDS 1500 and V3 panels, Balance Magnetic Switches, 360 Degree Motion Sensors, Tamper Switches, Keypads, and electric door strikes.
The SOW specifies detailed installation requirements, including individual sensor identification, wiring specifications, and a three-phase testing process: a Contractor Verification Test (CVT), a 72-hour continuous test, and a 30-day operational test. The contractor must comply with multiple safety and security standards, including DAFI 31-101, TIA/EIA standards, and NFPA codes. The system must provide alarm detection, access control capabilities, and support for Common Access Cards, with strict requirements for false and nuisance alarm rates. The project also includes basic training for the installed systems and requires all installation personnel to be U.S. citizens with a trustworthiness determination.

2.4 The IDE shall have a backup power source, such as a battery, that will provide an uninterrupted eight (8) hours of power. This back up power source must be connected to provide a 30-minute battery failure notification prior to battery failing. This notification must be incorporated into the panel to provide Security Forces with this information.
2.5 Programing to the VCC will not be completed until after base upgrade to Windows 10.
The contractor will install all equipment associated with IDE and wait to complete programming until directed by the ESS NCOIC.
2.6 All Hirsch components will be individually identifiable and labeled on both ends to include a cut sheet in the newly installed Hirsch-Identify FICAM compliant eight (8) door DICAM compliant access control panels.
2.7 Programming for the Hirsch Access System shall be coordinated through the 23 STS Security Office.
2.8 All IDS will be inside the alarmed area as directed by the facilities certifying official.
2.9 ACS cabling will be concealed above a drop ceiling in existing cable trays, wire straps or on J hooks. Any cable unable to be concealed above a drop ceiling will be installed in conduit unless otherwise specified.

3.2. Certification Test Requirements. 1 SOSFS/S5E and 1SOW/IPI or alternate authorities shall conduct functional and operational certification tests for the IDS to ensure the system meets effective standards/compliance requirements.
Note: This test and certification process shall be accomplished before the IDS is deemed operational. The testing and certification shall occur in three (3) phases.
3.3. Phase I: The contractor shall perform a Contractor Verification Test (CVT) upon the IDE Installation. The contractor, the 23 STS representative, and 1 SOSFS/S5E shall witness test Phase I. The test shall be performed in accordance with the written testing procedures provided in the Installation Design Package (IDP). Any component found to be inoperative during the test or at any time during the installation period shall be brought to the attention of the Security Forces POC and 23 STS representatives. Acceptance testing shall consist of the following:
intrusion tests, tamper tests, annunciation test, assessment test, AC power loss test, line supervision test, sensor system self-tests, and access control.
3.4. Phase II: Phase II testing is a 72-hour continuous test that ensures all equipment is installed properly and works according to specifications. It shall establish initial expectations regarding false and nuisance alarm. The AFTO 747, Communications and Information Systems Acceptance Certificate, transferring the system shall be signed after successful completion of Phase II. AFTO 747 signifies the completion of the project and provides acceptance of the installed system. The completion of this form certifies the system has been tested and accepted as installed, and all noted exceptions shall be corrected by the party responsible to the satisfaction of the government POC / 1 SOSFS/S5E.
3.5. Phase III. Phase III testing is a 30-day continuous operational test to assess how well the system performs in its normal operating mode on a permanent basis. This test is to detect any premature or latent defects in the equipment or components and to allow the operators and maintainers an opportunity to assess the adequacy of logistics support and assess the false and nuisance alarm rates of the system. After successful completion of this Phase III, the 23 STS shall request MAJCOM certification.
3.6. Phase II and III testing shall be completed by the Government.
3.7. NAR/FAR Rates:
3.7.1 Interior IDS:
Interior false and nuisance alarms should be extremely limited. No more than one false alarm per individual sensor point within the previous 30 days is acceptable. No more than three nuisance alarms per individual sensor point within the previous 30 days is acceptable.
3.7.2 Exterior IDS:
No more than one false alarm per individual sensor point within the previous 24-hour period is acceptable. No more than three nuisance alarms per individual sensor point within the previous 24-hour period is acceptable.
3.7.3 Individual Resource IDS:
IDS configured to protect an individually exposed resource, such as an aircraft, must not have more than three false alarms or three nuisance alarms per individual sensor point within the previous 24-hour period.
4. TRAINING. The installer shall provide basic training for any altered IDE, newly installed IDE, or IDS. The training shall include information on how to secure facility, how to place facility in "access" status, how to change user pin codes, how to test all alarm point/sensors and components, and the initiation of work orders through the respective installers.
